Jeonnam Provincial Assembly Member Kim Seong-il Points Out Earthquake Measures and Educational Issues
March 19 Provincial Government Questions Urge Measures for Earthquake Preparedness and Improvement of School Support Center Operations
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] The Jeonnam Provincial Council announced that on the 19th, Kim Seong-il, Chairman of the Agriculture, Fisheries and Marine Affairs Committee, urged the strengthening of Jeonnam Province's response system to the recent earthquakes occurring around Haenam during questions on provincial administration and educational administration. He also pointed out issues and improvement measures regarding the utilization of the Jeonnam Provincial Office building and the operation of the Jeonnam Office of Education's School Support Centers.
Assemblyman Kim Seong-il stated, “In the past 10 years, there have been about 1,000 earthquakes nationwide, with around 70 occurring in Jeonnam, concentrated in the Sinan, Yeosu, and Haenam areas.” He demanded, “The monitoring of earthquakes in these areas should be strengthened, and the seismic reinforcement rate of public facilities in the province, which is below the national average of metropolitan local governments, should be promptly improved.”
He continued, “Currently, the central government's disaster safety management system has limitations in considering local disaster safety conditions and realities,” and emphasized, “A more detailed earthquake response system at the local government level should be strengthened, and through systematic education and disaster prevention training, the lives and property of residents must be protected.”
Regarding the utilization of the Jeonnam Provincial Office building, Assemblyman Kim pointed out, “Parking for the disabled and civil petitioners is inconvenient during rainy weather,” and urged, “Please review parking improvement cases from other local governments and implement meticulous policies and proactive, swift administrative measures for the building's utilization.”
Additionally, concerning the School Support Centers promoted by the Jeonnam Office of Education, he demanded improvements to ensure that the centers operate according to their original purpose, allowing teachers to reduce administrative burdens and focus solely on student education and guidance.
Assemblyman Kim also checked the current status of the EduTaxi operation, a student commuting support project for rural schools, which is the first of its kind nationwide, following the enactment of the ordinance last year. He requested the Office of Education to thoroughly prepare safety accident prevention education and COVID-19 infection prevention measures in anticipation of the full-scale opening of elementary and middle schools.

Meanwhile, the “Jeollanam-do Office of Education Rural School Student Commuting Support Ordinance,” which Assemblyman Kim Seong-il proposed as the lead sponsor, was enacted to alleviate the inconvenience of long-distance commuting students in rural areas and to enhance satisfaction with school life to revitalize small schools. It was piloted for the first time nationwide in Jeonnam in May last year, introduced as an excellent case of a national policy project by the Ministry of Education, and this year the project is being expanded nationwide.
