Gwangyang City Signs Business Agreement to Establish 'Safe Bell in My Hand' System
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Gwangyang City announced on the 8th that it signed a business agreement to establish the ‘Naesonan Safety Bell’ with the attendance of Gwangyang Mayor Jeong Hyun-bok, Gwangyang Police Chief Kim Hyun-sik, Women’s Crime Prevention Unit Leader Seo Jeong-ok, and other related officials.
This business agreement was prepared following the final selection of ‘Naesonan Safety Bell’ last month in the Ministry of the Interior and Safety’s ‘2020 Digital Regional Innovation Activation’ contest project, aiming to build a collaborative system among Gwangyang City, Gwangyang Police Station, and the Gwangyang Autonomous Crime Prevention Federation Women’s Crime Prevention Unit and to successfully promote the project.
‘Digital Regional Innovation Activation’ refers to a project where local residents and businesses use digital technology to solve community problems together with social members. The city planned the ‘Naesonan Safety Bell Establishment’ project with the ‘Self-Solution Team,’ composed of Gwangyang Police Station, the Women’s Crime Prevention Unit, and the Integrated Center for Healthy Families and Multicultural Families, aiming to solve citizen safety issues.
‘Naesonan Safety Bell’ is a service designed in response to the increase in crimes against socially vulnerable groups, such as women and youth, with an average of 550 cases in the past three years, which has heightened citizens’ anxiety. In an emergency, if the user presses the emergency bell button attached to their mobile phone for 3 to 5 seconds, their location information and surrounding sound information are automatically sent to the registered contact (guardian).
The main contents of the agreement include ▲ discovering demand and distributing smartphone-attached safety bell devices ▲ linking with CCTV control systems and establishing security systems ▲ establishing a response system for emergency (crime) situations.
Gwangyang Mayor Jeong Hyun-bok said, “The distribution of safety bells combining convenience and effectiveness is expected not only to alleviate citizens’ anxiety but also to prevent crimes,” adding, “Through this business agreement, we will build a joint cooperative system with the police station and the Women’s Crime Prevention Unit to create a safe and pleasant green environment city where citizens can walk with peace of mind.”

This project, funded by the Ministry of the Interior and Safety’s contest, plans to invest 300 million won to distribute 7,000 safety bells to socially vulnerable groups such as single women, multicultural families, children, and youth, and to respond promptly to emergencies through location-based video information linked with the CCTV control system.
