To Ensure Effectiveness of Labor Policies, 'Gwangju Sangsaeng Job Foundation' (Tentative Name) to Be Established

As a result, the Gwangju-type job completed car factory project, which faced a crisis due to the Korean Federation of Trade Unions Gwangju Regional Headquarters' declaration to terminate the labor-management coexistence development agreement, was able to get back on track by reaching a dramatic agreement on this day, the last day proposed by the shareholders of Gwangju Global Motors Co., Ltd. as the deadline for the implementation and normalization of the labor-management coexistence development agreement.
On this day, Mayor Lee Yong-seop of Gwangju Metropolitan City, CEO Park Kwang-tae of Gwangju Global Motors Co., Ltd., and Chairman Yoon Jong-hae of the Korean Federation of Trade Unions Gwangju Regional Headquarters announced the ‘Agreement for the Success of the Gwangju-type Labor-Management Coexistence Completed Car Factory’ at the Business Room of Gwangju City Hall in the afternoon.
Through the agreement, they decided that Gwangju Metropolitan City will support securing the effectiveness of Gwangju’s overall labor policies, such as the declaration of a labor-management coexistence city (January 14, 2019) and the operation of the labor-management-civil-government council, to create a Gwangju where labor is respected and it is good to do business, and to enhance the city’s capacity to implement labor policies and the operational efficiency of labor-related facilities by establishing and operating the ‘Gwangju Coexistence Job Foundation’ (tentative name).
The Gwangju Coexistence Job Foundation will perform functions such as supporting the role of the regional labor-management-civil-government council related to the labor-management coexistence development agreement, education and training for the successful settlement of the Gwangju-type job, research on labor and job policies and projects to prevent labor-management conflicts, discovering and consulting social solidarity job enterprises, labor civic education and skilled learning, support projects and research on support measures for coexistence-type jobs, and mediation and arbitration of labor-management conflicts within the region.
In addition, to prepare for the foundation’s establishment and discuss urgent labor-management coexistence issues, the ‘Gwangju Coexistence Job Foundation Establishment Promotion Team’ will be set up in Gwangju City. The promotion team will be responsible for designing the functions and roles of the foundation and the practical work of establishing the foundation, while simultaneously performing functions consistent with the foundation’s original purpose until the foundation officially launches.
Gwangju Global Motors Co., Ltd. decided to establish and responsibly operate an independent and autonomous advisory body called the ‘Coexistence Committee,’ composed of labor, management, and experts, to practice labor-respecting coexistence management, including the faithful implementation of the labor-management coexistence development agreement, and to facilitate smooth communication with the local community.
The Coexistence Committee will discuss all labor-related issues until the ‘Coexistence Labor-Management Development Council’ (abbreviated as the Coexistence Council) of Gwangju Global Motors Co., Ltd., which was to be established under the labor-management coexistence development agreement, is formed, and propose them to the CEO, who will strive to ensure the practice of coexistence management. The Coexistence Committee will consist of five members, including the chairperson.
The Korean Federation of Trade Unions Gwangju Regional Headquarters will implement the investment agreement signed between Gwangju Metropolitan City and Hyundai Motor Company on January 31, 2019, and the labor-management coexistence development agreement (including annex agreements) attached to the investment agreement, which was approved by the Gwangju Metropolitan City Labor-Management-Civil-Government Council on January 30, 2019.
Mayor Lee Yong-seop of Gwangju Metropolitan City said, “Thanks to the support of 1.5 million Gwangju citizens and the entire nation, the labor sector has returned to the Gwangju-type job project,” and pledged, “We will overcome any difficulties and surely succeed in the Gwangju-type job with the labor sector.”
He added, “Just as the ground hardens after rain, Gwangju City, GGM, the labor sector, and Hyundai Motor Company will unite as one to make the Gwangju-type completed car factory a success.”

He said, “Since the Gwangju-type job project is a new path no one has taken before, there will be many challenges ahead, but if successful, it will create local jobs and heal chronic problems of the Korean economy, enhancing its competitiveness,” and requested the citizens’ support and interest by saying, “Citizens, please be our strength.”
