Gwangju City Publishes Guidelines for Public Building Construction
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 27th that it has published the nation's first "Guidelines for Public Building Construction Procedures with Chief and Public Architects" to improve the design quality of public buildings and enhance the dignity of urban spaces.
Public building projects have faced difficulties due to different responsible departments and personnel depending on the purpose and use of the construction, and the administrative procedures and workflow sequences required vary according to the project scale, making the process complex.
Accordingly, Gwangju City prepared guidelines that public building project managers can easily use on site through consultations with private experts including the chief architect and coordination with related departments.
The 105-page guideline breaks down the public building construction work into four stages: Planning (A), Design (B), Construction (C), and Maintenance & Management (D), with 61 tasks. It clearly organizes reference materials for each procedure, responsible departments, work contents, review points, and collaboration support from the chief and public architect system.
In particular, for each detailed task, it provides guidance on collaboration support from the chief and public architect system, encouraging private experts to participate from the project conception and planning stages to improve the design quality of public buildings.
Gwangju City recently distributed a total of 200 copies to the main office's departments and five autonomous districts to ensure the guidelines can be immediately utilized.
It is expected that the production and distribution of these guidelines will lead to enhanced design quality and dignity, reduced workload for responsible public officials, strengthened capabilities of public building project managers, and revitalization of the chief and public architect system.
