Nowon-gu Allocates 52 Billion KRW Supplementary Budget Including 9.1 Billion KRW for COVID-19 Measures

[Asia Economy Reporter Jong-il Park] Nowon-gu (District Mayor Oh Seung-rok) has prepared an additional supplementary budget plan totaling over 52 billion KRW to revive the local economy, which has been stagnant due to COVID-19, and to support resident-centered projects.
This supplementary budget focuses on projects aimed at alleviating the economic impact on small business owners and reducing the hardships faced by residents affected by job losses due to the prolonged COVID-19 pandemic.
First, to support small business owners affected by COVID-19, the budget allocates funds for ▲Emergency operating funds for small business owners: 1.76 billion KRW ▲Small business employment retention support project: 500 million KRW ▲Small and medium enterprise fund loan support: 2 billion KRW ▲Public job provision for workers in industries directly or indirectly affected by COVID-19 and small business owners: 200 million KRW.
For revitalizing the depressed local economy and consumer sentiment, a total of 9.17 billion KRW has been allocated as COVID-19 budget, including 1.51 billion KRW for issuing Nowon Love Gift Certificates worth 30 billion KRW, 200 million KRW for the Good Landlord Campaign, and 3 billion KRW as contingency funds for disaster and emergency purposes.
An additional 42.85 billion KRW supplementary budget will be invested in resident-centered projects.
First, ‘Living Environment Improvement Projects’ such as parks. A total of 12.88 billion KRW has been allocated for 43 projects aimed at creating a pleasant and comfortable living environment, including pedestrian environment improvements along Danghyeoncheon and Uicheon streams, green connection projects at Junggye and Deungnamu Parks, neighborhood park regeneration, and enhanced sand disinfection at children’s playgrounds.
Support will also be provided for welfare facilities requiring social attention, such as childcare and care services. A budget of 13.7 billion KRW has been reflected for 46 welfare projects, including the relocation of the Lifelong Education Center for people with developmental disabilities and the Art Yerum School, additional installation of communal childcare rooms, first-childbirth encouragement grants, senior citizen center construction projects, and installation of electric wheelchair chargers on circular walking trails.
Cultural, sports, and residential environment improvements will also be addressed. A total of 6.59 billion KRW has been allocated for 15 projects, including design costs for the Junggye Cultural Health Center, construction costs for Nowon Children’s Theater, support for replacing old piping, and fire safety performance enhancement projects for buildings, with the aim of creating a better living environment.
Additionally, 5.34 billion KRW has been allocated for 22 projects in transportation and logistics sectors, such as construction costs for creating disability-friendly road environments around subway stations, and educational projects including content improvements for Nowon Space School and Nowon Math Culture Center.
For resident convenience, 1.95 billion KRW has been allocated for 32 general public administration projects, including the installation of unmanned civil service issuance machines and the establishment of a next-generation resident registration system.
The supplementary budget is funded by last year’s fiscal year net surplus of 41.27 billion KRW, national and city subsidies of 7.62 billion KRW, value-added tax refunds of 2.9 billion KRW, and other revenues totaling 3.13 billion KRW.
The supplementary budget will be finalized at the plenary session on the 29th of this month after review by the standing committee and the special budget and accounts committee.
