Special Korea Peninsula Experts Talk Hosted by the National Unification Advisory Council
On the morning of the 20th, Moon Jung-in, Special Advisor to the President on Unification, Diplomacy, and Security, spoke at a special discussion titled "How to Restart the Korean Peninsula Peace Process," hosted by the National Unification Advisory Council at the Korea Press Center in Jung-gu, Seoul.
Moon Jung-in, Special Advisor to the President on Unification, Foreign Affairs, and Security, emphasized on the 20th the necessity of Kim Jong-un, Chairman of the State Affairs Commission of North Korea, making a reciprocal visit. He stated that through this, South and North Korea should discuss various issues including nuclear matters, health, and economy, while working to lift international sanctions. Former Minister of Unification Lee Jong-seok proposed considering the use of the 1.2 trillion won South-North Cooperation Fund to support the construction of the Pyongyang General Hospital in North Korea.
At a special forum for Korean Peninsula experts held by the National Unification Advisory Council (NUAC), a presidential advisory body, on the morning of the same day at the Press Center in Jung-gu, Seoul, under the theme "How to Restart the Korean Peninsula Peace Process," Special Advisor Moon stated, "As outlined in the September 19, 2018 South-North Joint Declaration, it is now time for Chairman Kim to make a reciprocal visit."
Special Advisor Moon emphasized, "In the current situation where everything is intertwined, the best way to untangle the knot is to proceed with the reciprocal visit according to the September 19 Joint Declaration, discuss all matters including nuclear issues, health cooperation, and economic cooperation, and use this opportunity to lift international sanctions."
The special forum featured the full participation of 'wise men of the Korean Peninsula,' including Special Advisor Moon, Jeong Se-hyun, Senior Vice Chairman of NUAC, and former Minister Lee. They highlighted that the COVID-19 pandemic is both a global crisis and an opportunity for the Korean Peninsula, urging the creation of a breakthrough in inter-Korean relations through this.
Senior Vice Chairman Jeong pointed out that North Korea is facing an unprecedented crisis due to COVID-19 and urged the government to actively engage in improving inter-Korean relations through health and medical cooperation. He said, "There is no way North Korea has no COVID-19 infections," adding, "Although they boast about confronting it head-on, North Korea is in a very difficult situation." He further stated, "This could be a golden opportunity between South and North Korea."
Former Minister Lee argued, "We need to propose our ideas and plans for proper health and medical cooperation to North Korea," and insisted on providing humanitarian support for the construction of the Pyongyang General Hospital, which Chairman Kim personally directed and even broke ground for.
He said, "We should make a very large and bold proposal, such as supporting all the medical equipment needed to build the Pyongyang General Hospital, supplying medicines, and having South Korean experts transfer knowledge on how to operate the hospital."
Former Minister Lee added, "Currently, the South-North Cooperation Fund amounts to 1.2 trillion won, but it looks like it won't be used this year either," and stressed, "We need to use it." He explained, "Even if it costs several hundred million dollars, we should create a big picture, propose it to the North behind the scenes, and if they accept it, use it as a foundation to move toward a South-North summit."
