This project involves constructing a railway comprehensive test center by installing a total of three test tracks on a former golf course site, allowing for pre-use testing of vehicles, signals, communications, and railway equipment. GS Engineering & Construction won the project solely through a design-build bidding method, which includes both design and construction proposals, with completion scheduled for the end of 2024.
GS Engineering & Construction was recognized for its excellent technical skills based on its construction experience and know-how from the domestic Osong railway comprehensive test track. The company was selected as the final successful bidder by reflecting the client's requirements while also including efficient and improved design alternatives. The Osong railway comprehensive test track built by GS Engineering & Construction is the first dedicated railway test track in Korea, capable of running at a maximum speed of 250 km/h. It can conduct various types of performance tests required domestically and internationally, including vehicles, tracks, roadbeds, overhead lines, signals, and communications.
GS Engineering & Construction collaborated with the Korea Railroad Research Institute, the operating agency of the Osong railway comprehensive test track, to succeed in this bid. The Korea Railroad Research Institute signed a business agreement with GS Engineering & Construction and shared accumulated know-how through planning, consulting, and operating the Osong test track. Additionally, they provided technical support to maximize operational efficiency and facilitate maintenance within the given site in Singapore. GS Engineering & Construction evaluated that meaningful results were achieved through public-private cooperation in the Korean construction industry amid the global turmoil caused by the COVID-19 pandemic.
With this project win, GS Engineering & Construction has solidified its partnership with Singapore's LTA, recording a total of nine LTA projects worth 4.3 trillion KRW. Starting with participation in the Downtown Line Stage 2 subway project in Singapore in 2009, GS Engineering & Construction has secured six subway projects, two depot projects, and one underpass project commissioned by Singapore's LTA. Notably, the building-type depot project won by GS Engineering & Construction in 2016 is currently the largest in the world, with a construction cost of about 2 trillion KRW, making it the largest project by construction cost commissioned by Singapore's LTA. In November 2018, President Moon Jae-in, during his visit to Singapore for the 20th ASEAN Summit, made a surprise visit to the site, highlighting it as a model case of joint entry by large corporations and partner companies, which became a major topic both in Korea and Singapore.

Lee Sang-gi, Head of GS Engineering & Construction’s Infrastructure Division, said, "This win is due to GS Engineering & Construction’s successful turnkey (design and construction lump-sum bidding) execution of Korea’s first Osong railway comprehensive test track, which was successfully opened last year, and the recognition of our technical skills and execution capabilities by the client through the safe and successful completion of various projects in Singapore." He added, "We will surely complete this project successfully as it is an opportunity to showcase GS Engineering & Construction’s technological competitiveness in the railway sector and Korea’s railway technology accumulated over more than 100 years to the world."
