Premier Li made these remarks at the ASEAN+3 special virtual summit held to respond to COVID-19, stating, "The fight against COVID-19 has made us more aware that we are a community sharing the future." The ASEAN+3 summit is a forum involving the 10 ASEAN countries and the leaders of South Korea, Japan, and China.

Premier Li expressed concern that "the global economy is under severe pressure due to decreased demand and supply, increased financial market volatility, and a sharp decline in trade and investment." He also added, "ASEAN and South Korea, China, and Japan are close neighbors with complete supply chains and are complementary to each other," emphasizing that "these countries should play a positive role in the fight against COVID-19 and economic recovery, sending a message of partnership, solidarity, and mutual support."
