President Moon Jae-in Presides Over Cabinet Meeting, Deliberates and Approves Amendment to Road Traffic Act Enforcement Decree
[Asia Economy Reporter Ryu Jeong-min] The partial amendment to the Enforcement Decree of the Road Traffic Act, which expands the free driving education support by the Disabled Driver Support Center of the Korea Road Traffic Authority from disabled persons with grades 1 to 4 to all disabled persons, passed the Cabinet meeting on the 14th.
Kang Min-seok, spokesperson for the Blue House, stated on the 14th, "At today's Cabinet meeting presided over by President Moon Jae-in, two bills including the 'Partial Amendment Bill of the Commercial Building Lease Protection Act' and seven presidential decree proposals including the 'Partial Amendment to the Enforcement Decree of the Road Traffic Act' were reviewed and approved."
The partial amendment to the Enforcement Decree of the Road Traffic Act is a measure to improve the 'mobility rights' of disabled persons. The government abolished the related system last July following criticism that the 'Disability Grading System (grades 1 to 6)' uniformly regulated services by grade and failed to reflect the individual needs of disabled persons.
Currently, disabled persons are classified into those with severe disabilities (serious) and those with less severe disabilities (mild), which serves as the basis for determining reductions or discounts on health insurance premiums, electricity bills, and other benefits.
Spokesperson Kang explained, "The amended enforcement decree this time signifies the expansion of the support target to all disabled persons as a follow-up measure to the abolition of the disability grading system." President Moon said, "This could be a matter that is tangible and important in the lives of disabled persons."
Meanwhile, the partial amendment bill to the Commercial Building Lease Protection Act includes provisions to additionally establish the 'Lease Dispute Mediation Committee' at branches or offices of the Korea Land and Housing Corporation and the Korea Appraisal Board to mediate disputes related to housing and commercial lease agreements.
The Lease Dispute Mediation Committee is an organization that reviews and mediates disputes concerning deposit increases or returns, lease periods, and maintenance or repairs of leased housing or commercial properties. It has been criticized for limited accessibility and convenience as it is only installed in six special and metropolitan cities. There are plans to additionally install it at branches or offices of the Korea Land and Housing Corporation and the Korea Appraisal Board.
The partial amendment to the Enforcement Decree of the State Treasury Management Act expands the advance payment limit by central administrative agencies participating in public procurement contracts to ease financial burdens amid worsening economic difficulties due to COVID-19 and other factors.

Spokesperson Kang explained, "Previously, heads of central administrative agencies could make advance payments up to 70% of the contract amount, but with the amendment to the enforcement decree, if consulted with the Minister of Strategy and Finance, advance payments can be made up to 80% of the contract amount."
