Gangdong-gu Promotes Underground Modernization of Aging Comprehensive Waste Treatment Facility... Resident-Friendly Environmental Facilities Above Ground Including Green Parks, Sports Facilities, Exhibition Spaces, and Rooftop Parks
[Asia Economy Reporter Jong-il Park] Gangdong-gu (Mayor Lee Jeong-hoon) is set to demolish the aging comprehensive waste treatment facility within the Seoul Godeok-Gangil Public Housing Development District and actively promote the construction of a modern eco-friendly resource circulation center.
The district has been pursuing the "Resource Circulation Center Construction Project" for the past 10 years to resolve odor complaints caused by the existing waste treatment facility and to create a pleasant urban environment.
Despite several challenges such as changes in the construction project method and failed public announcements, the project gained momentum when Kolon Global was finally selected as the construction company after continuous efforts.
The newly constructed resource circulation center will be built on a 41,153㎡ site at 272 Arisu-ro 87-gil (Godeok-dong 85), where the existing waste treatment facility will be modernized and relocated underground.
The Gangdong-gu Resource Circulation Center will be a building with two underground floors and four aboveground floors. The underground floors will operate waste treatment facilities capable of processing 360 tons per day, including ▲food waste treatment facilities ▲recyclable sorting facilities (70 tons/day) ▲household waste compression and transfer facilities (200 tons/day) ▲large waste treatment facilities (10 tons/day), and odor treatment equipment.
The district has emphasized creating green spaces and sports parks on the aboveground floors, establishing a resident-friendly environmental facility that harmonizes well with the surrounding environment of Godeok Biz Valley and the public housing complex.
Additionally, plans include the creation of convenient facilities frequently visited by residents, such as themed exhibition spaces, an air environment experience classroom, a cafeteria, and a rooftop garden.
In particular, the odor emission standards from waste treatment will be strengthened by more than 58% compared to the Ministry of Environment’s allowable emission standards, and the site boundary standards will be designed with over 40% stricter criteria, ensuring that nearby residents will not experience discomfort from odors.
The Gangdong-gu Resource Circulation Center will become an important social infrastructure facility to prepare for future waste crises caused by the limits of the metropolitan landfill site and the increase in recyclable waste emissions.
The district will begin construction to relocate the waste management building, complete detailed design and related permits for the main construction by September this year, finish construction in the first half of 2023, and after about 10 months of odor performance testing and trial operation, aim for completion in the second half of 2023.

Lee Jeong-hoon, Mayor of Gangdong-gu, stated, “The Resource Circulation Center is an important infrastructure that will be responsible for environmental issues in Gangdong-gu, which will become a metropolitan city with a population of 550,000.” He added, “We will strive to establish an eco-friendly and future-oriented waste treatment system to make Gangdong-gu a resource circulation city.”
