The Nation's First Dongjak-gu Comprehensive Administrative Town Complex Building Established in Cooperation with Merchants
Study on the Composition of Special Rental Stores in the Complex Government Building Initiated... Layout Standards, Rent Calculation, and Tenant Demand Survey Underway... Land Compensation and Other Procedures to be Completed by Mid-Year... Construction to Start in Late 2020, Completion Targeted for 2022
[Asia Economy Reporter Park Jong-il] The nation's first complex government building that coexists with merchants will be constructed.
Dongjak-gu (Mayor Lee Chang-woo) announced that it has launched a research project to establish a special rental shopping area within the Jangseungbaegi Comprehensive Administrative Town complex building.
The Comprehensive Administrative Town complex building will have a total floor area of 44,671.88㎡, with 3 basement levels and 10 above-ground floors. The special rental shopping area will be located on two floors?basement level 1 and ground level 1?covering 3,949㎡.
◇ The nation’s first government building that coexists with merchants
From the initial planning stage of the administrative town construction, the district considered ways to coexist with merchants who maintain their livelihoods on the site, resulting in the decision to create commercial spaces within the complex building. Since last year, several meetings have been held to listen to merchants’ opinions on principles for supplying the shopping area.
By July, the district will conduct a service project covering ▲demand survey for store openings ▲criteria for shop layout ▲rental fee calculation ▲design and brand development.
Based on the research results, the district will prepare a detailed plan for the shopping area within the complex building, finalize the supply plan, and proceed with the leasing process.
The district is also advancing compensation for the land where the Comprehensive Administrative Town complex building will be constructed. Starting with land and property surveys in 2019, it has proceeded through stages including announcement of compensation plans, appraisal, and compensation negotiations. In November last year, for land and properties where compensation agreements were not reached, the district applied to the Seoul Metropolitan Land Expropriation Committee for expropriation decisions, which were made in February this year.
The district plans to complete land compensation and related procedures by the first half of the year, begin construction in the second half, and complete the building construction by 2022.
◇ Jangseungbaegi Comprehensive Administrative Town to lead Dongjak’s future
The construction of Jangseungbaegi Comprehensive Administrative Town has been a long-standing wish of Dongjak-gu residents, who have been saving funds for the government building since 2004. Since the start of the 6th local government administration, the district has prioritized this project, expanding its scope from a simple office relocation to an urban planning project that will determine the district’s future, advancing stages that had previously seen no progress.
Jangseungbaegi will serve as the administrative hub, housing the district office, district council, health center, and cultural welfare center, while Noryangjin will be transformed into an economic hub through private development of the existing government building site, driving development across the entire district.
After establishing the basic plan for Jangseungbaegi Comprehensive Administrative Town in 2014, the project passed both the Ministry of the Interior and Safety’s feasibility study and Seoul city’s investment review in 2016, securing both economic and policy feasibility.
Subsequently, in March 2018, a memorandum of understanding was signed with LH, setting the direction to proceed via a donation and transfer method, and the construction was officially launched. In December 2018, the implementation plan announcing the project’s execution was promulgated, and architectural design was completed in January this year, with construction about to begin.

Lee Chang-woo, Mayor of Dongjak-gu, said, “Marking Dongjak’s 40th anniversary, we are committed to smoothly advancing the Jangseungbaegi Administrative Town construction project to prepare for the next 100 years,” adding, “We aim to complete it by 2022 as an open complex building that coexists with merchants and serves residents.”
