Jongno-gu, Production of Leaflets Guiding Parking Spaces Reserved for Disabled Persons
Annual Increase in Violation Cases Calls for Change in Local Residents' Awareness... Leaflets Distributed When Issuing Parking Permits at Community Centers
[Asia Economy Reporter Park Jong-il] Jongno-gu (District Mayor Kim Young-jong) has produced a 'Guide Leaflet for Disabled-Only Parking Spaces' to establish a proper usage culture for parking spaces designated exclusively for people with disabilities.
Disabled-only parking spaces are designated areas installed under the "Act on the Guarantee of Convenience for the Disabled, the Elderly, Pregnant Women, etc." to facilitate the mobility of people with disabilities who have difficulty moving, such as wheelchair users. Only vehicles displaying a valid parking permit are allowed to use these spaces, and violations are subject to fines.
Major violations include ▲parking by vehicles without a disabled parking permit in disabled-only parking spaces ▲blocking parking by stopping cars or stacking objects in front of disabled-only parking spaces ▲improper use such as renting or transferring parking permits.
Fines for violations are ▲100,000 KRW for illegal parking in disabled-only parking spaces or parking when no person with mobility impairment is in the vehicle ▲500,000 KRW for obstructing parking in disabled-only parking spaces, such as double parking ▲2,000,000 KRW for renting, transferring, or forging parking permits.
The number of violations in disabled-only parking spaces has increased annually, from 283 cases in 2015 to over 1,000 cases last year, indicating a somewhat insufficient awareness among residents. To encourage cooperation from local residents and improve parking convenience for people with disabilities, the district has created and distributed the guide leaflet.
The leaflet clearly summarizes key violations such as illegal parking, parking obstruction, improper use, fines, the correct way to display parking permits, and how to report parking violations.
The district places the leaflets at community service centers and distributes them when issuing disabled-only parking permits. Additionally, monitoring personnel from the Jongno-gu Disabled Convenience Promotion Technology Support Center attach notices to illegally parked vehicles on-site and distribute leaflets to parking lot managers to encourage active cooperation.
