Implementation of the 'Outdoor Advertising Tax System' to Completely Block Illegal Advertisements

[Asia Economy Reporter Jong-il Park] Seodaemun-gu (Mayor Moon Seok-jin) has implemented the 'Outdoor Advertising Routing System' from March to eradicate illegal advertisements.
This system requires business owners of karaoke rooms, fitness clubs, PC bangs, and other establishments to route through the district office's advertising department before installing signs.
Most illegal advertisements are unintentionally installed due to a lack of proper understanding of relevant regulations.
To prevent this, the district office provides detailed guidance on 'legal sign installation,' including display methods, specifications, installation quantities, and whether permits or reports are required, starting from the business license application stage for industries expected to install advertisements.
For example, when registering a karaoke room at the district office's Culture and Sports Department or opening a real estate agency at the Cadastral Department, applicants must first visit the Construction Management Department to receive guidance on advertising before permits or reports are issued.
The district also implements this routing system during business closure applications to prevent abandoned signs without owners, and during new construction, extensions, and remodeling of government buildings to ensure proper public outdoor advertisements are installed.
Moon Seok-jin, Mayor of Seodaemun-gu, stated, "The implementation of the Outdoor Advertising Routing System is expected to have a triple effect: improving urban aesthetics, reducing the burden on advertisers from sign reinstallation, and preventing administrative waste caused by illegal sign removal and related complaints."
