Seodaemun-gu Introduces 'Employment Inspector' to Enhance Trust in District Administration
Operation of Recruitment Corruption Prevention System in District Offices and Affiliated Organizations... From May This Year, 5 Inspectors to Observe Recruitment Process and Monitor Unfair Solicitation
[Asia Economy Reporter Jongil Park] Seodaemun-gu (Mayor Moon Seok-jin) is introducing and implementing the 'Recruitment Inspector System' to further enhance trust in district administration through fair and transparent recruitment.
Amid increasing importance and social demand for fair recruitment, the district submitted the 'Ordinance on the Establishment and Operation of Seodaemun-gu Recruitment Inspectors' to the 257th Seodaemun-gu Council extraordinary session held last week.
With the ordinance finally approved at the district council plenary session on the 7th of this month, Seodaemun-gu plans to promulgate the ordinance within this month.
The Seodaemun-gu Recruitment Inspectors act as external monitors, observing all recruitment processes including document screening and interviews across all departments and affiliated institutions of Seodaemun-gu to prevent any related corruption.
They review the appropriateness of recruitment procedures, document screening, and interview evaluations, and check compliance with legal recommendations such as the criteria for appointing evaluation committee members.
They also monitor for any improper solicitations, unfair instructions, or inappropriate external personnel interventions.
If any illegal or unfair facts are judged to exist, they can propose system improvements to the mayor and request audits.
The district plans to appoint five inspectors by May this year, including experts such as lawyers, accountants, and specialists in administration and human resources organization, aiming to implement the Recruitment Inspector System.
Additionally, the district will expand routine audits that pre-review the legality and validity of recruitment plans by each department.
Mayor Moon Seok-jin stated, “Recruitment that provides equal opportunities is a key element of a fair society where people compete confidently based on their abilities,” and added, “Seodaemun-gu will take the lead in creating a clean and transparent society free from recruitment corruption.”
