Nowon Smart Vision System Integrating Big Data and Advanced ICT Enables Real-Time Response and Proactive Decision-Making to Address Local Issues
[Asia Economy Reporter Jongil Park] Nowon-gu (Mayor Oh Seung-rok) is strengthening digital communication with residents by utilizing information and communication technology (ICT).
The construction of the digital communication network will be carried out in three stages. The first attempt is the ‘Operation of Digital Promotion Bulletin Boards.’ For the first time in Korea, the paper announcements and public notices that have been ongoing for over 30 years have been converted to a digital format. A 55-inch digital information display (DID) measuring 4.6m wide and 2.7m high was installed at the entrance of the district office.
Moving away from the traditional method of posting and replacing paper documents, the system is remotely managed online from the office. Posting and deletion are automatically performed according to the pre-entered promotion period. This shortens the manual work process and saves over 100 million KRW annually in printing costs.
Building on the installation of the digital promotion bulletin board, the district plans to expand installations to multi-use facilities and consider information-vulnerable groups such as people with disabilities. Large media boards (2.8m × 1.4m) will be installed at the exit of Nowon Station on Subway Line 7, where many residents pass through, and digital bulletin boards will be continuously expanded at community centers, health centers, and bus stops. Voice guidance functions for the visually impaired will be included.
The promotion bulletin boards can also be linked with other information and communication systems. They are connected to the Smart City Integrated Operation Center managing local CCTV, the Internet of Things, and in the future, artificial intelligence, big data, and chatbots to facilitate finding missing children and elderly people, as well as broadcasting emergency guidance screens during disasters.
This digital bulletin board installation was carried out with a budget of 190 million KRW secured after being selected in June for the national digital transformation contest hosted by the Ministry of Science and ICT, the National Information Society Agency, and the Korea IT Business Association, following a six-month development period.
Additionally, there is a ‘district homepage renewal’ focused on user convenience. Responsive web technology will be introduced to optimize screen and font sizes according to mobile phones, tablets, and monitors. The content of the currently dispersed homepages will also be integrated to enhance user convenience.
Along with this, improvements to the online application system for various courses and other services will be made. This is to enable approximately 100,000 users of the district homepage to easily file civil complaints and make online reservations anytime and anywhere.
The final stage of building the digital communication network is the operation of the △ ‘Nowon Smart Vision System,’ which integrates big data and advanced ICT.
The smart vision system, composed of a large multi-vision display and touch panels, is a platform that integrates and manages administrative data such as district data by linking various urban status and administrative information systems, and the homepage at a glance.
Through scientific analysis and system linkage, it is expected to enable real-time integrated control of job status, facilities, major projects managed by each department, as well as disaster safety situations including traffic and weather information.
Mayor Oh Seung-rok said, "Taking this project to strengthen digital communication as an opportunity, we will further establish smart urbanization in all fields including administration, welfare, safety, and transportation."
