[Asia Economy Reporter Jong-il Park] Geumcheon-gu (Mayor Yuseong Hoon) achieved a significant accomplishment in 2019 by securing a large-scale external fund amounting to 63.4 billion KRW through public contests hosted by the central government, Seoul city, and private organizations.
This amount corresponds to 14% of Geumcheon-gu's expenditure budget of 461.1 billion KRW last year, marking the 'largest ever' achievement.
Last year, the district attracted a total of 114 public contest projects, both large and small, that resonated with residents, including △ Usijang Urban Regeneration New Deal Project (37.5 billion KRW) △ Traditional Market and Shopping District Revitalization Support Project (12.4 billion KRW) △ Development Restriction Zone Resident Support Project (800 million KRW) △ Lifelong Education Center for People with Developmental Disabilities (700 million KRW) △ School Commute Route Greening Project (400 million KRW), among others.
In particular, the urban regeneration project for the industrial complexes, commercial areas, and cultural regeneration around Usijang in Doksan-dong is a long-awaited project earnestly desired by residents. Upon completion, it is expected to significantly enhance the brand value of Geumcheon-gu.
Public contest projects serve as a channel to secure the insufficient budget for the smooth implementation of major district policies, providing practical benefits to residents by securing district finances without tax increases.
Accordingly, since the launch of the 7th local government administration, the district has focused on 'securing external funds.' Led by the Innovation Contest Team, a collaborative TF (Task Force) was formed among private facilities and business departments to establish a strategic response system throughout all stages of the public contest projects.
Additionally, to improve the selection rate of public contest projects, expert consulting and mentoring were provided for proposal writing and presentations, and regular annual training was conducted to strengthen the capabilities of staff in charge of public contest projects. As a result, during the 1 year and 6 months of the 7th local government administration, 87.9 billion KRW of external funds were secured.

Geumcheon-gu Mayor Yuseong Hoon stated, “All staff continuously worked hard to attract public contest projects, achieving outstanding results in securing external funds,” and added, “In 2020, we will further strengthen efforts to attract public contest projects through expert consulting support and operation of collaborative TFs, actively pursuing the securing of external funds.”
