According to the Korea Meteorological Administration, approximately 65.5mm of rain fell in Deokcheon-dong that day.
A police official stated, "The rainwater accumulated under the underpass throughout the day not only hinders vehicle traffic but also poses a risk of flooding, so we decided to restrict vehicle traffic."
