Jeonnam Governor Kim Young-rok Inspects Denmark Offshore Wind Power Back-up Complex
Meeting and Cooperation Discussion with Chief Dennis Jul Pedersen
[Asia Economy Honam Reporting Headquarters, Reporter Yoon Jamin] Kim Young-rok, Governor of Jeonnam Province, visited Esbjerg Port in Denmark on the 14th, met with Chief Dennis Jul Pedersen, and inspected the offshore wind power hinterland complex.
Esbjerg Port is located in the southwest of the Jutland Peninsula in Denmark and was constructed in 1868. It transformed from a port focused on fisheries and oil & gas shipping to an offshore wind power support port in 2007.
Currently, it is active enough to ship about half of the offshore wind power facilities installed in Europe.
From 2003 to 2017, 230 million euros (approximately 300 billion KRW) were invested to create a dedicated offshore wind power hinterland complex covering an area of 1 km² (300,000 pyeong). In 2018, it shipped power generation facilities with a capacity of 1.2 GW.
Governor Kim requested the central government to reflect the offshore wind power plant capacity (over 3 GW) in the Sinan-gun area in the ‘9th Basic Plan for National Power Supply and Demand’ and to prioritize the inclusion of support wharves (a 30,000-ton steel wharf, one berth) and the hinterland complex (276,000㎡) necessary for the offshore wind power plant in the ‘4th Basic Port Plan.’
At the meeting with Chief Dennis Jul Pedersen, Governor Kim said, “Denmark was the first country in the world to establish the Vindeby offshore wind power complex in 1991. It is a country that owns Vestas, the world’s leading wind turbine manufacturer with the largest market share, and currently supplies 43% of its electricity from wind power. I understand that Denmark is a successful country through proactive investment in the renewable energy sector.”
He also explained Jeonnam’s 8.2 GW offshore wind power project and hinterland complex development plan, expressing deep interest by asking about the creation of a wind power industry ecosystem value chain including production, assembly, offshore transportation, and maintenance in the hinterland complex, plans for training maintenance personnel, and European wind power trends.
After the site inspection, Governor Kim proposed, “Korea’s wind power generation is just beginning, and Esbjerg Port and its hinterland complex, which started wind power generation 30 years ago and are already among the world’s best, will be a good model for Jeonnam. Let us actively cooperate going forward.”
Jeonnam Province is actively promoting the offshore wind power project after signing an MOU for the first phase of the 3 GW project development in December with the Ministry of Industry, Korea Electric Power Corporation, Sinan-gun, and Jeonnam Development Corporation, attended by Minister Sung Yun-mo.

On the 15th and 16th, Governor Kim plans to visit the Louisiana Museum of Modern Art in Denmark and the Guggenheim Museum in Spain, and meet with the Governor of the Basque Country in Spain to discuss urban regeneration and hosting the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28).
