Urban Natural Park Zones: Eased Activity Restrictions and Simplified Purchase Requests
[Asia Economy Reporter Moon Jiwon] Restrictions on activities in 'Urban Natural Park Zones,' which are subject to relatively many regulations, will be eased, and purchase requests will become easier.
The Ministry of Land, Infrastructure and Transport announced on the 15th that it will publicly announce the partial amendments to the Enforcement Decree and Enforcement Rules of the Act on Urban Parks and Green Areas from the 16th until the 24th of next month.
According to the amendment, the types of buildings and facilities that can be installed and the projects that can be carried out in Urban Natural Park Zones will be expanded.
In Urban Natural Park Zones, parking lots, indoor sports facilities, and indoor gymnasiums will be allowed to be installed, similar to the restrictions under the Development Restriction Zone Act. Additionally, libraries, public health centers, health clinics, arboretums for tree burials, and senior welfare facilities will also be permitted.
Furthermore, the criteria for purchase determination, which allow landowners to request local government heads to purchase land within Urban Natural Park Zones, will be relaxed.
Currently, owners of land designated as Urban Natural Park Zones can request the local government to purchase their land, but due to strict purchase determination criteria, there were not many lands that local governments could buy.
The amendment relaxes the purchase determination criteria from less than 50% of the current average individual official land price to less than 70%, and improves the system so that a higher rate can be applied through local government ordinances.
