At a New Year's press conference held on the 14th at the Blue House State Guest House under the theme "Certain Change, Republic of Korea 2020," President Moon responded to a question about the concentration in the Seoul metropolitan area and the aging population by saying, "The reason why the population is so concentrated in the Seoul metropolitan area is not just because people are concentrated there, but because money, companies, and economic power are all concentrated there as well," adding, "The provinces inevitably become more difficult."
President Moon said, "Many local basic administrative units are facing situations where their populations have decreased below the required threshold for basic administrative units, leading to the need for their abolition," and emphasized, "Although the birth rate in the provinces is higher than in the Seoul metropolitan area, young people are moving to Seoul because there are not enough jobs that can give them hope. This causes the population in the provinces to decline. I believe it is necessary to reverse this trend."
