Perspective View of the Smart Anchor Development Model for Publishing and Printing in Mapo-gu
View original image[Asia Economy Reporter Park Jong-il] Mapo-gu (Mayor Yoo Dong-gyun) is set to actively promote a project for the symbiotic development of urban areas and industries in collaboration with Seoul Housing and Communities Corporation (hereinafter SH Corporation).
To this end, the district announced that on December 23 last year, SH Corporation was finally selected as the entrusted developer for the ‘Mapo Publishing and Printing Smart Anchor Construction Project’ through a negotiation process.
The Publishing and Printing Smart Anchor project is Mapo-gu’s future innovation growth initiative designed to support local small manufacturers by constructing a facility in the city center?where design, publishing, and printing industries are concentrated?that can handle the entire process from planning to production and distribution.
The area near Hongik University in Mapo-gu is a representative cluster of design and publishing, leading the latest trends and content. Of the 1,471 design, publishing, and printing businesses in the district, 816 (56%) are concentrated here. However, many companies have recently faced management difficulties due to sluggish business conditions and rising rents.
To assist them, the district applied in April last year for the ‘Urban Manufacturing Support Smart Anchor Facility Local Government Contest’ hosted by Seoul City and was finally selected as the project target for the ‘publishing and printing sector.’
The Publishing and Printing Smart Anchor will be built on the site of the former Mapo-gu Office’s 3rd annex building (Seongsan-dong 81-85 and four other parcels). It offers convenient transportation and accessibility and is located 1.5 km from the designated design and publishing development promotion district near Hongik University, allowing for the advantage of dispersing and linking the cluster.
The anchor facility, to be constructed with four basement levels and five above-ground floors, covering a total floor area of 7,638 square meters, will include spaces for design, publishing, and printing companies, printing rooms, shared equipment rooms, and public office facilities. The project cost is approximately 19 billion KRW, including national and city funds as well as private investment.
In particular, to minimize financial burden, the district decided to proceed with a public property entrusted development method, where a public project operator invests funds in advance on national and public land and recovers the project costs through rental income from operations over a certain period after development.
As a result, SH Corporation was finally selected as the entrusted negotiation target, recognized for its diverse entrusted development experience and capabilities as a specialized urban regeneration institution.

Going forward, after obtaining approval from the district council for the project plan and public property management plan, an entrustment contract will be signed with SH Corporation. SH Corporation will then be responsible for ▲constructing the smart anchor ▲supporting small manufacturers’ occupancy ▲and managing the facilities.
Yoo Dong-gyun, Mayor of Mapo-gu, said, “Mapo has more cultural content that can be branded locally than any other area,” adding, “Based on this, the unique publishing and printing companies formed here will have the smart anchor play a central role in establishing themselves as a new growth engine for the local economy.”
