Gwangju City Selected as an Excellent Institution for Training Management of Disaster Safety Workers
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 6th that it was selected as an excellent institution in the ‘2019 Disaster Safety Sector Worker Education Management’ inspection conducted by the Ministry of the Interior and Safety and received a commendation from the Minister of the Interior and Safety.
This inspection was conducted on 384 institutions including central government ministries and local governments.
Gwangju was evaluated as an excellent institution in disaster safety sector worker education management along with Busan among metropolitan local governments by faithfully carrying out mandatory education by sector.
In addition, four basic local governments including Wonju-si, Gimpo-si, Gumi-si, and Gongju-si, and three disaster management responsible institutions including the Korea Postal Officials Training Institute, the Korean Red Cross, and Korea South-East Power Co., Ltd. were selected as excellent institutions, totaling nine institutions.
Specialized disaster safety education is based on Article 29-2 of the ‘Framework Act on the Management of Disasters and Safety’ (Education for Workers in the Disaster Safety Sector) and requires mandatory education for ▲ the disaster and safety management general department ▲ departments responsible for 38 disaster sector crisis management manuals ▲ managers (7 hours) and practitioners (14 hours) of 13 collaborative main departments of the disaster safety countermeasures headquarters. The education must be completed as new (within one year of job assignment) and regular (every two years after completing new education).
As of the first half of last year, Gwangju conducted education for 404 personnel from the city hall, autonomous districts, and public corporations at the Gwangju City Officials Training Institute, with about 60 people per session, six times quarterly. Additionally, about 50 people completed education by sector at institutions such as the National Civil Defense Disaster Safety Training Institute.
This education is reflected in the disaster management evaluation index every year with a ‘specialized education completion rate’ score of 10 points (1 point for autonomous district deputy heads, 4 points for the first half, 5 points for the second half), and all eligible personnel in Gwangju completed the mandatory education.

Jung Min-gon, Director of the Citizen Safety Office of the city, said, “To enhance expertise in the disaster safety sector, we ensured that disaster and safety management personnel of disaster management responsible institutions complete diverse and practical disaster safety education,” adding, “We will continue to respond proactively to disaster safety and do our best to fulfill each assigned role.”
