The Era of Collaboration! Transforming Organizational Culture through Enhanced Communication and Cooperation among Employees... Gwanak-gu Launches Collaboration Point System to Kickstart Work Innovation in 2020
[Asia Economy Reporter Jongil Park] Gwanak-gu (Mayor Park Junhee) will newly operate the ‘Collaboration Point System’ starting this month to activate communication among employees and foster an organizational culture that actively encourages collaboration.
The ‘Collaboration Point System’ is a system where employees gift points to each other when they help one another during work processes or share knowledge and information, thereby collaborating.
The purpose is to innovate the organizational culture so that employees who collaborate well are highlighted and favored, in line with the government’s policy direction emphasizing sharing, communication, and collaboration.
Gwanak-gu was selected as an excellent institution in the ‘2019 National Local Government Innovation Evaluation’ hosted by the Ministry of the Interior and Safety, thanks to various innovative projects including the nationwide first direct communication space between residents and the mayor called ‘Gwanakcheong’ operated last year.
Building on this momentum, this year they plan to focus on ‘innovation’ and accelerate work innovation that breaks down invisible barriers within the organization to strengthen communication and integration between departments.
Each employee is allocated 200 points per month, and can send 10 points at a time along with a thank-you message to the person who helped them at work.
Points can be given not only to employees of other departments but also to employees of other institutions; however, points cannot be exchanged between employees of the same department. For the same individual, points can be given up to twice a month.
Every month, the usage details of points by all employees will be aggregated to select the ‘Collaboration King of the Month’ and the ‘Collaboration Department of the Month,’ providing various incentives such as rewards, while actively promoting this on the work bulletin board to activate collaboration among employees.

Mayor Park Junhee stated, “Communication and cooperation have been core values of Gwanak-gu’s 7th elected administration since the beginning of my term,” and added, “With the arrival of 2020, the Year of the Rat, I hope the Collaboration Point System will play an important bridging role in creating a new Gwanak-gu where departments communicate and cooperate without barriers.”
