The final lineup for the Wando County governor election in South Jeolla Province for the June 3 local elections has been confirmed as a head-to-head contest between Woo Hongseob of the Democratic Party of Korea and independent candidate Shin Kim, heating up the local political scene in Wando.
According to the local political community on May 13, this election, which has effectively become an open race due to the three-term limit for the incumbent governor Woo Cheol Shin, is shaping up as a fierce battle between an administrative expert leveraging the "Democratic Party premium" and a seasoned local political veteran known for his strong grassroots organization.
Candidate Woo Hongseob is a true "administrative expert" who began his public service career through the Level 7 open competitive recruitment at Wando County Office and has held various key positions, including secretary to the Vice Governor of South Jeolla Province, Director of the Marine and Fisheries Department in Shinan County, and Deputy County Governor of Jindo County, serving in public office for 31 years. At the opening ceremony of his campaign office held on May 6, former Prime Minister Sye-kyun Jeong and former Gwangju Mayor Gwang-tae Park attended in person, demonstrating strong support from the central party.
Woo stated, "Using my over 30 years of administrative experience, I will usher in an era of a 1 trillion won budget for Wando and attract 10 million tourists." He has put forward people-centered pledges such as the "Sea Pension," which shares renewable energy revenues with county residents, and the "Wando-Style Ten Thousand Won Housing" initiative to ease the burden of housing costs.
Especially notable is that, even amid a mudslinging campaign during the heated party primary, Woo refused to engage in negative tactics and maintained a policy-focused, straightforward campaign, earning recognition as a "stable political newcomer." In particular, he has built momentum for party unity by forming a "one team" with former South Jeolla Provincial Assembly member Eui-jun Shin, Wando County Council member Goong-hee Heo, and former South Jeolla Provincial Assembly Chair Cheol Lee, who were his rivals during the Democratic Party nomination process.
Facing him is independent candidate Shin Kim, a veteran politician with deep expertise in local issues who served as a member of the 4th and 5th Wando County Council. After failing to win the Democratic Party primary in the 8th local elections in 2022, he made an early decision to leave the party and run as an independent this time.
On May 1, Shin began his full-fledged campaign, stating, "I will turn the crises of population decline and economic stagnation into new opportunities for progress," and emphasizing, "By maximizing Wando’s unique strengths in the sea, fisheries, and tourism, I will transform the county into a vibrant city that attracts back those who left."
As part of his on-the-ground efforts, Shin announced his "Five Key Fisheries Pledges," presenting a concrete plan to "increase fishing household income by over 30%" through the creation of a privately funded abalone processing complex with an annual capacity of 10,000 tons and the introduction of a minimum price guarantee system for abalone. Additionally, with the participation of regional elders such as former Wando Cultural Center Director Yeongrae Jeong and Wando Arts Association Chairman Seonju Choi at his campaign office opening, it is seen that Shin is overcoming the limitations of being an independent candidate through his solid local organizational strength.
The local political community identifies three key variables that will determine the outcome of this election. The first is the "aftermath of the Democratic Party primary." The biggest issue is which candidate will ultimately win over the votes of those who became disillusioned by the intense primary process.
The second is "whether the supporters of former preliminary candidates Eui-jun Shin, Goong-hee Heo, and Cheol Lee," who have declared their policy alliance with Woo, will rally behind him. However, as their support base overlaps significantly with the grassroots organization of Shin Kim, who has deep roots in the region, it is difficult to predict how the votes will be distributed.
The final variable is whether the traditional "Democratic Party stronghold" dynamic in the region will hold. It remains to be seen if the long-standing formula of "Democratic Party nomination equals victory" in Wando will remain valid despite the wounds of the primary.
Local political figure A commented, "As Woo is a political newcomer, there are high expectations for fresh leadership, but there are also concerns about his ability to manage county affairs." Meanwhile, another figure B noted, "Although Shin has proven his grassroots appeal, the biggest challenge in this election is whether he can translate his popularity into a real breakthrough as an independent in a Democratic Party bastion."
Will it be a "fresh-faced Democratic Party newcomer" or a "seasoned independent veteran with grassroots support"? With 21 days left until voting day, all eyes in the political world are on where the votes of Wando residents will go.
