Kwon stated, "I will realize education that respects the growth pace of each individual child and upholds their right to learn in a safe environment," adding, "The Gyeongnam Office of Education must proactively enhance the public nature and accountability of early childhood education."

Kwon first emphasized the need to establish a separate care and education system for children who learn at a slower pace or who require special support.

He pointed out, "Currently, on-site kindergartens lack systematic care and educational support for children needing individual assistance," and stated, "The Office of Education will set up a support system to ensure that the learning rights of general children are also guaranteed."

To this end, Kwon plans to pursue measures to fully cover operating expenses for kindergartens running the 'More Care Classroom' program.

The 'More Care Classroom' is a customized care system that provides integrated childcare and education for young children who develop more slowly or need special assistance.

He also presented pledges related to commuting safety to ensure a safe educational environment.

Referring to the recent case of a missing student at Juwangsan, Kwon stressed, "A student's right to receive education safely is the most fundamental educational right," and emphasized the importance of establishing a safety system focused on prevention rather than post-incident response.

He announced plans to expand the installation of external CCTVs around kindergarten commuting routes and safety blind spots.

Previously, Kwon had revealed plans to introduce the 'Eodi GO' real-time location sharing service to establish a system that reassures parents.

This service is a system that enables guardians to check the whereabouts of their children in real time during commuting hours.

In addition, he announced plans to reduce anxiety and improve the quality of life for children and parents using various educational institutions by installing a crime prevention system based on CPTED (Crime Prevention Through Environmental Design) in both existing and newly designed or established institutions.

Kwon concluded, "I will do my utmost to realize education that respects the growth pace of each child and ensure their right to learn in a safe environment, so that Gyeongnam education becomes the safest learning place in the nation."
