Jiwon Oh, the Democratic Party candidate for Seoul mayor, has announced the "Seoul Housing 3136+ Steady Portfolio," a plan to supply more than 360,000 housing units—both private and public—by 2031.

On May 12, candidate Oh stated that at least 360,000 housing units would be started over the next six years (2026–2031). Through so-called "Steady Development," the plan is to supply 302,000 units in Seoul via private and public redevelopment projects by 2031. To achieve this, a "simultaneous application system" will be introduced, allowing the master plan, district designation, redevelopment plan amendments, business implementation plan, and management and disposal approval to be handled in a single process. In addition, the city will pursue amendments to the Urban and Residential Environment Improvement Act to enhance business profitability.


In particular, specialized construction cost verification teams from the Seoul Housing and Communities Corporation (SH Corporation) and the Korea Real Estate Board will be dispatched to prevent project delays. The authority to designate redevelopment zones with fewer than 500 units will be delegated to local districts, and specialized redevelopment project managers reporting directly to the mayor will be sent to every zone for on-site support. Plans for managing relocation demand will be incorporated in advance into both the master plan and redevelopment plans to proactively address conflicts related to large-scale relocations, thereby accelerating both groundbreaking and completion timelines as a matter of ongoing policy.


Candidate Oh also announced that for youth housing near transit stations (Youth Safe Housing), tenant recruitment will not be allowed unless guarantee insurance is in place, and institutional improvements such as strengthening developers’ financial capacity will be promoted. The limit on the number of units will be temporarily eased from the current 300 to 500 units and up to 700 units within 500 meters of transit stations, in order to expand the supply of urban-style residential housing.


Additionally, 50,000 new units will be supplied through newly built, purchased rental housing, including quantities that have not yet been delivered. There are also plans to supply 10,000 units through high-density reconstruction of aging public rental housing (permanent rental housing complexes).



Candidate Oh stated, "By combining the vitality of the private sector with public accountability, we will create an environment where every Seoul citizen can live stably," adding, "Through efficient administration that addresses problems on the ground without delay, I will directly tackle the housing supply cliff in Seoul."
