Hwaseong Special City in Gyeonggi Province is ushering in a new era of “ultra-close administrative services” centered on citizens, marking 100 days since the launch of its four-district office system. The city is maximizing administrative efficiency while channeling all its administrative capabilities into creating youth jobs and revitalizing local cultural hubs.

On May 12, Hwaseong Special City announced the achievements of its four-district office system, highlighting a dramatic improvement in access to administrative services. Previously, it took an average of 1 hour and 30 minutes to travel from each region to city hall, but since the launch of the district offices, this travel time has been reduced to within 30 minutes. As a result, there has been a significant improvement in accessibility for citizens.


In particular, the speed of civil complaint processing is noteworthy. The city has assigned 1,394 officials—representing 43% of its total staff—to field administrative agencies, thereby expanding the administrative workforce in direct contact with citizens. From February to April 2025, the average processing rate for field civil complaints was just 23.1%. However, since the establishment of the district offices, the average processing rate has soared to 81.1% compared to the previous year.


This demonstrates that a stable, community-centric administrative system has been established, allowing citizens to have their civil complaints addressed more swiftly at nearby district offices.


Hwaseong Special City plans to continue improving its organizational and personnel management so that the four-district office system can be firmly established. The city also intends to develop long-term specialized development plans for each district office, further advancing a tailored administrative system that reflects the unique characteristics and administrative needs of each region.
