Yongin Special City in Gyeonggi Province has launched a "fortified defense" initiative to protect citizens from heavy rain and heat waves during the summer season.

View original imageOn May 12, the city announced that it would designate the period from May 15 to October 15 as the "Summer Natural Disaster Response Period," and would fully implement a comprehensive plan centered on interdepartmental cooperation and real-time monitoring.
During this period, the city will operate a 24-hour disaster safety situation room to monitor weather conditions in real time. In particular, the city will immediately notify citizens of risk situations through its disaster alert and warning system, and has established hotlines with related agencies such as the police and fire departments to enable immediate on-site response during emergencies.
Preventive measures will also be significantly strengthened for areas with a high risk of casualties.
The Safety Policy Division will conduct a full inspection of steep slopes in 196 locations in Cheoin-gu, 195 in Giheung-gu, and 79 in Suji-gu, and will significantly strengthen patrol activities before the rainy season. In areas at risk of collapse, emergency restoration and maintenance projects will be carried out in parallel to eliminate risk factors in advance.
The Disaster Response Division has prepared measures such as a "resident evacuation plan" to minimize casualties. The city will enhance the on-site response capabilities at the town, township, and neighborhood level, and specify the responsibilities of on-site managers and support personnel for various disaster situations.
In addition, the city will share the status of flood-prone roads, including 15 low-lying underpasses and 20 riverbed roads, with the police and other agencies to respond to disasters.
The Disaster Response Division, Road Structures Division, and Multi-Family Housing Division will install flood prevention facilities—such as flood detection alarms, flood barriers, and backflow prevention valves—in semi-basement homes, underpasses, and multi-family housing complexes that are vulnerable to flooding during heavy rain.
Flood detection alarms have been installed in semi-basement homes since April, and flood barriers and backflow prevention valves are being installed in underpasses and low-lying roads to completely block flood damage.
The Welfare Policy Division has checked temporary shelters and disaster relief supplies, and has established a "disaster relief plan" to support those displaced by typhoons or flood damage.
There are a total of 172 temporary shelters, including 99 schools and 34 government offices, with a total capacity of 33,722 people.

As of April, there are 5,272 households in Cheoin-gu, 4,008 in Giheung-gu, and 3,586 in Suji-gu classified as heat-vulnerable, including elderly people living alone.
Specialized personnel will directly visit elderly people living alone and those with chronic illnesses to check their health status, provide supplies, explain heat wave response guidelines, and promote the use of cooling shelters.
The Senior Welfare Division will also strengthen monitoring of elderly people living alone who are vulnerable to heat waves.
As of April, there were 3,997 users of the customized senior care service. The Senior Welfare Division, together with 300 life support workers and 23 social workers from nine service institutions, will regularly check the health status of elderly people living alone who are vulnerable to heatwaves.
The Agricultural Policy Division has inspected agricultural reservoirs and established emergency response plans.
In May, the Agricultural Policy Division conducted an emergency drill at reservoirs and upgraded a total of 55 agricultural reservoirs to prevent flood damage.
The division has set a four-stage disaster response level for reservoir collapse risk alerts—Interest (Blue), Caution (Yellow), Alert (Orange), and Serious (Red)—and will adjust water levels in real time according to the situation.
The Livestock Division has supported 29 farms with cooling facilities and other barn equipment by investing a total of 195 million won to reduce livestock damage caused by heat waves.
In addition, the division has provided immune-boosting agents to 230 farms to prepare for heat waves and assisted 200 farms in subscribing to livestock disaster insurance.
The Forestry Division will operate a landslide response situation room until October 15 and will intensively manage 187 landslide-prone areas.

The Ecological River Division conducted a full survey of illegal facilities occupying rivers and valleys in March, inspecting 43 cases in Muk-ri Valley, 40 in Gogi-ri Valley, and a total of 727 cases.
Going forward, the city will carry out a second round of surveys to remove illegal facilities occupying rivers and valleys, and expand river patrol activities to prevent flood damage.
Previously, from February to April, the Ecological River Division inspected 52 local rivers and 148 small streams to prepare for wind and flood disasters, checking for facility defects and damage.
