Gimcheon City Wins Regulation Reform Performance Award for Three Consecutive Years

Recognized for Achievements in Citizen-Centered Regulatory Reform
Received the Encouragement Award in City and County Evaluation

The city’s proactive administration has yielded tangible results.


On May 11, Gimcheon City in North Gyeongsang Province received the Encouragement Award in the '2026 Regulation Reform Promotion Performance County Evaluation' conducted by North Gyeongsang Province, achieving the distinction of winning for three consecutive years.


This evaluation comprehensively reviewed the regulation reform performance over the past year for 22 cities and counties within the province, based on joint government evaluation indicators and North Gyeongsang Province’s own evaluation criteria.


Gimcheon City was selected as an award-winning institution again this year, following last year, thus being recognized for its continued achievements in regulatory innovation.

In 2025, the city promoted proactive administration by streamlining administrative procedures through interdepartmental collaboration and flexible legal interpretation, thereby alleviating inconveniences for citizens and revitalizing the local economy.


In particular, the establishment of a wide-area agricultural machinery rental system, which improved regional usage restrictions and inconvenient rental procedures based on one’s registered address, was selected by the Ministry of the Interior and Safety as an outstanding new case.


Additionally, through its own regulatory reform contest, the city identified a total of 190 tasks, and focused on field-oriented regulatory innovation by uncovering and improving regulations affecting people’s livelihoods and so-called “shadow regulations.”


Furthermore, by revising local ordinances, the city improved criteria for refunding usage fees and penalties, thereby strengthening the protection of citizens’ rights and interests.



Jo Hyun-ae, Acting Mayor of Gimcheon City, stated, "Winning for three consecutive years is the result of continuously pursuing regulatory reform that citizens can truly feel, such as promoting proactive administration, improving regulations that affect daily life, and conducting our own contests. Moving forward, we will actively reflect field-oriented opinions to continue effective regulatory innovation, and further strive to revitalize the local economy and enhance citizens’ quality of life."
