The Gangwon Provincial Government (Governor Kim Jin-tae) announced on April 13, 2026, that four institutions—the Chuncheon City Art Museum, Gangneung City Art Museum, Chuncheon Jungdo Relics Museum, and the 2018 PyeongChang Winter Olympics Memorial Hall—have all received a "suitable" rating and passed the preliminary feasibility review for the establishment of public museums and art museums in the first half of 2026.

View original imageThis evaluation marks the first self-conducted review by the province since the authority to conduct preliminary feasibility evaluations for public museums and art museums, previously held by the Ministry of Culture, Sports and Tourism, was transferred to metropolitan governments. It is significant as it signals the formal launch of a region-centered evaluation system.
The province organized its own panel of expert reviewers and carried out the evaluation by comprehensively reflecting regional specificity and cultural demand, moving away from the uniform standards of the central government.
Examining each project individually, the unique features, functions, and necessity of each institution were highlighted, resulting in all of them receiving a "suitable" evaluation.
The Chuncheon City Art Museum was highly rated for its plans to preserve and exhibit works by local modern and contemporary artists, as well as for its strong connections with nearby cultural facilities such as the Chuncheon Art Village.
The Gangneung City Art Museum was recognized for its stability in terms of exhibition facilities, personnel, and secured operating budget, and was also expected to serve as a regional cultural hub through creative architectural design.
The Chuncheon Jungdo Relics Museum was noted for its historical uniqueness and symbolic significance as it will exhibit Bronze Age and Proto–Three Kingdoms period relics excavated in the Jungdo area.
The 2018 PyeongChang Winter Olympics Memorial Hall was acknowledged as the only exhibition facility in Korea dedicated to the Winter Olympics, underscoring the need to preserve and manage Olympic heritage.
In particular, the Chuncheon City Art Museum has passed the core procedures for the establishment of a public art museum, effectively clearing its most critical hurdle.
On April 10, Kim Jin-gil, the newly appointed president of the Gangwon Artists Association, and Lee Yoomi, secretary general of the Chuncheon Artists Association, paid a courtesy visit to Governor Kim Jin-tae. They expressed their welcome, stating that a long-held aspiration of Gangwon artists was finally coming to fruition, and called for the province's continued interest and support.
Meanwhile, since the inauguration of the 8th popularly elected administration, the province has been pursuing a strategic investment of a total of 34 billion won in the museum and art museum sector. This includes 31.5 billion won for modernization of aging facilities and hardware development, 1.6 billion won for support to activate operations, and 900 million won to support local artists' advancement to central stages through the operation of the Gangwon Gallery, all aimed at realizing "Gangwon, where culture generates value and art enriches life."
Governor Kim Jin-tae stated, "With this approval, I expect Gangwon's culture to become even richer," adding, "We will continue to create an environment where every resident can naturally enjoy culture and the arts."
The four institutions that passed this preliminary feasibility review will proceed with subsequent administrative procedures such as fiscal investment assessments.
