Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on February 19, 2026 that it has sent out notices on unpaid vehicle fines and launched a full-scale collection campaign in order to secure the soundness of local finances and establish a fair tax payment culture.
Before proceeding with full-fledged collection measures, the city sent notices for approximately 14,000 unpaid cases of vehicle fines (such as failure to purchase mandatory insurance and delayed inspections) to minimize disadvantages caused by arrears and to encourage voluntary payment.
In accordance with relevant laws, if fines are not paid by the deadline, an additional 3% is imposed in the first month, and thereafter an additional 1.2% per month is imposed as a surcharge for up to 60 months.
Payments can be made through various methods, including virtual account transfers, local tax revenue accounts, ARS payment (142-211), online payment (Wetax, Giro), and CD/ATM machines at all financial institutions nationwide.
In particular, the city plans to swiftly enforce strong collection measures such as seizure of real estate and vehicles, seizure of wages and accounts receivable, seizure of license plates, and public auction against habitual and high-amount delinquents who still fail to pay even after this round of notices, thereby realizing tax justice.
An official from the Collection Division stated, "Last year, thanks to strong collection activities, we succeeded in clearing arrears totaling about 3.7 billion won," adding, "This year, we will further strengthen field-oriented license plate seizures and public auctions, and make every effort to achieve a collection target that exceeds last year's performance."
