A post that meticulously points out the unreasonable practices within the organization has caused a stir after being uploaded to the labor union bulletin board of the Jeonnam Provincial Government Office. As of the 9th, the post has garnered more than 670 views among approximately 1,100 employees, drawing significant attention from staff members.


On December 5, a post titled "Why the Culture at Jeonnam Provincial Government Office Does Not Change" was published on the "Open Union Free Bulletin Board" operated by the second labor union of the Jeonnam Provincial Government Office. The post candidly details the causes of ongoing conflicts and discord within the office, breaking them down into 12 specific points.


The author cited the culture among superiors who refuse change by insisting, "I went through this, so my juniors should too," as well as the attitude of certain departments that avoid complex and difficult civil complaints by merely maintaining existing practices, as key problems.


The post also criticized administrative practices such as "procedural handling"-where efforts to reduce policy budgets, including office management expenses, are neglected, and staff avoid civil complaints simply because "it's not my responsibility." The lack of organizational responsiveness to issues such as preferential personnel treatment for employees with childcare responsibilities was also pointed out.


Other areas for improvement highlighted by the author included the "spread of non-disclosure practices for documents" and the "absence of an official channel for resolving internal grievances."


The author also criticized the promotion-centered organizational atmosphere, the culture of demanding "excessive loyalty," and the reality where colleagues' weaknesses or false rumors are tolerated within the organization.


Some employees at the provincial government office responded that "the content is generally relatable." In particular, there has been ongoing controversy over fairness among staff regarding personnel practices involving certain individuals and the lack of merit-based appointments.



Meanwhile, last year, a mobile survey commissioned by the Jeonnam Provincial Government Employees' Union to Woori Research and conducted among 1,086 civil servants at grade six or below found that 500 respondents (46%) had considered resigning due to the organizational culture.
