Kim is an expert in club management who has served as the general manager of Daejeon Hana Citizen in 2020, Ansan Greeners FC in 2021, and Bucheon FC. He has achieved results such as stabilizing club finances, reorganizing the player management system, and expanding local community programs.

The city explained that it evaluated Kim as the right person to lead the newly established Yongin City Citizen Professional Football Team, based on his expertise accumulated during 20 years at the Korea Professional Football League and his experience successfully managing multiple clubs.

At the appointment ceremony on the same day, Sangil Lee, Mayor of Yongin, said, "We will provide full support so that General Manager Kim can fully demonstrate his professional capabilities and successfully launch the Citizen Professional Football Team."

Kim stated, "I will devote all my abilities to make this club one that Yongin citizens can be proud of, and one that ranks first in terms of citizen interest and participation."

Previously, on May 22, the city completed the process of amending its articles of incorporation and changed the name from 'Yongin City Football Center Foundation' to 'Yongin City Citizen Professional Football Team Foundation.' In June, the city plans to appoint a head coach and a technical director (TD), while also completing the application for K League 2 membership with the Korea Professional Football League.
