The "Four Major Resident Pensions" announced by Kim are the first integrated pension system at the metropolitan level, comprising the Didimdol Pension, Baram Pension, Haetbit Pension, and Sallim Pension. If an individual qualifies for all four programs, a resident can receive up to 900,000 won per month.


The "Didimdol Pension" is a policy aimed at filling the income gap (ages 60 to 65) that occurs after retirement but before one becomes eligible for the National Pension. If a resident pays a monthly contribution of 70,000 won for 10 years starting at age 50, they will receive a monthly payment of 220,000 won for five years starting at age 60.


The "Baram Pension" and "Haetbit Pension" are models that expand upon the exemplary wind power project at Gadeoksan, sharing the profits from wind and solar power generation with local residents. If a resident invests approximately 30 million won, they are guaranteed a fixed monthly return of 250,000 won at an interest rate of 10 percent, with the principal returned at maturity. For solar power, the plan is to utilize unused military land, abandoned riverbeds, and disused roads.


The "Sallim Pension" is a pledge to gradually expand the basic income program for rural and fishing communities, currently implemented in regions such as Jeongseon, to the entire province. This program is designed as a settlement incentive system, offering additional incentives based on the length of residence, and aims to guarantee a minimum monthly living income of 150,000 won or more.


Kim stated, "Over the past four years, we have improved fiscal soundness by reducing populist spending such as fireworks events, and now we will return these results as tangible benefits to the residents." He added, "If the past four years have made Gangwon special, then over the next four years, I will make each resident’s life even more special."
