As rising oil prices and inflation continue to increase the burden on households, Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) submitted the "2026 Second Supplementary Budget Proposal" to the Goyang City Council on May 6 to help alleviate citizens' living expenses.
The scale of the supplementary budget totals 3.599 trillion won, an increase of 102.1 billion won (2.92%) compared to the first supplementary budget (3.4969 trillion won). By account, the general account increased by 86.9 billion won (2.96%), and the special account increased by 15.2 billion won (2.72%).
This supplementary budget proposal is an emergency measure that swiftly incorporates supplementary budget response projects from the central government and Gyeonggi Province to ease the financial burden on citizens caused by prolonged high oil prices and inflation. Rather than focusing on discovering new projects, this "one-point supplementary budget" is centered on providing high oil price relief payments and reflecting pre-formation budgets that must be legally allocated, with the goal of delivering support to citizens as quickly as possible.
Major budget items include: 74.44 billion won allocated for high oil price relief payments; 15.2 billion won for the K-Pass (public transportation fare refund support); and 15 disaster-related pre-formation budgets totaling 987 million won, such as 300 million won for the 2026 rainy season stormwater inlet maintenance project.
An official from Goyang City stated, "This supplementary budget was quickly arranged to help reduce the living expenses of each and every citizen struggling with high prices and high oil costs," adding, "We will do our best to ensure that all citizens in need receive timely support."
The second supplementary budget proposal is scheduled to be finalized at the temporary session of the Goyang Special City Council on May 11.
