Jung Wonoh, the Democratic Party of Korea's Seoul mayoral candidate, signed a win-win cooperation agreement between Seoul and Gangwon Province with Woo Sangho, the Gangwon Province governor candidate, in front of the main National Assembly building on May 6, 2026.

원본보기 아이콘On that day, Jung said, "Gangwon Province is one of the local governments closest to Seoul. With a transportation system that allows travel within about one to two hours, it is ideal for cooperation. It is the local government that Seoul citizens most want to visit and interact with."
Woo stated, "If both candidates are elected, we will discuss detailed business plans. Seoul citizens will have exclusive access to Gangwon’s resort facilities." He added, "For Gangwon residents, there will be the opportunity to sell agricultural, fishery, and livestock products from Gangwon directly in Seoul, resulting in a win-win. With a regional-level agreement, Seoul citizens will be able to secure accommodations in Gangwon without difficulty and enjoy significant benefits."
The two candidates pledged to: ▲ jointly create leisure-support campgrounds and forest recreation facilities for Seoul citizens ▲ build remote work infrastructure at key hubs in Gangwon ▲ develop a win-win residential model to ease the housing shortage in the Seoul metropolitan area and encourage local population inflow.
Jung is also pursuing cooperation with regions beyond the Seoul metropolitan area. On April 21, he announced the ‘Seoul-Gyeongnam Win-Win Cooperation Joint Declaration’ in Changwon, Gyeongnam, together with Kim Kyung-Ah, the Gyeongnam governor candidate.
