Yongin Special City in Gyeonggi Province announced on May 6, 2026 that it has developed the "Enforcement Penalty Calculation Guideline and Calculator" to address safety issues caused by unauthorized constructions and to reduce the burden on owners of small residential buildings.

The guideline produced by the city clearly outlines the standards for imposing enforcement penalties on illegal buildings, aiming to help those involved in construction proactively rectify violations on their own.


The main contents include the basic concepts of the enforcement penalty system and the imposition procedure, as well as the methods for calculating enforcement penalties, all based on actual cases from administrative and penalty impositions. The guideline also provides detailed information on the legalization process and methods for unauthorized buildings.


Additionally, the city has created an "Enforcement Penalty Calculator" that incorporates the officially assessed standard value of buildings and penalty calculation standards by violation type. This allows users to calculate enforcement penalties by applying increased or reduced penalty rates based on the type of building.


The "Enforcement Penalty Calculation Guideline" is available for anyone to use on the Yongin Special City website under Category Information → City → Housing/Architecture → Information Plaza → Announcements, along with an instructional video.


An official from Yongin City stated, "We have produced the Enforcement Penalty Calculation Guideline and Calculator so that citizens can check the enforcement penalty amount themselves and refer to it for the legalization and voluntary correction of unauthorized buildings. With the Special Act on the Arrangement of Certain Buildings, which was proposed at the National Assembly, expected to be implemented this year, we anticipate that the guideline produced by the city will be of great help in allowing people to check enforcement penalties in advance and encouraging the legalization of unauthorized constructions."
