The business community has submitted regulatory improvement proposals necessary for innovation in new industries to the government.


The Federation of Korean Industries (FKI) announced on May 6 that it had delivered 100 items from its "2026 Comprehensive Regulatory Improvement Task List," which was compiled based on feedback from member companies, to the Office for Government Policy Coordination. By relevant ministries, there are 26 items for the Ministry of Land, Infrastructure and Transport; 13 for the Ministry of Trade, Industry and Energy; 11 for the Ministry of Climate, Energy and Environment; 9 for the Financial Services Commission; 6 for the Ministry of Employment and Labor; and 5 for the Ministry of Economy and Finance.


Key proposals include separating ownership of electric vehicle batteries, introducing exemption clauses for the use of artificial intelligence (AI) training data, and permitting the installation of parking robots in apartment complexes.


The FKI recommended that relevant systems should be revised to allow electric vehicle batteries to be treated as assets separate from the vehicles themselves. If batteries are recognized as separate assets, consumers will be able to purchase electric vehicles at a lower price excluding the battery cost, and quickly swap batteries at battery replacement stations. In countries such as China and India, independent operators own and manage batteries, while users pay subscription or rental fees under this business model.

In addition, the FKI proposed establishing an exemption clause that would allow the use of copyrighted works for AI training and information analysis purposes, provided that there is no infringement of personal information. To build large-scale AI models, enormous amounts of books, images, and video data must be used for training, but obtaining individual permission for each piece of copyrighted material is practically impossible. In Japan, the use of copyrighted works is generally permitted if the purpose is not to enjoy the thoughts or feelings contained in the work, such as in AI development.


Furthermore, the FKI recommended allowing the installation of parking robots in general residential complexes. Although parking robots are a new concept device that autonomously moves and parks vehicles, current laws classify them as conventional mechanical parking systems, which prohibits their installation in apartments and other multi-unit housing.


Another proposal was to add the family relationship certificate to the insurance industry's MyData "bundled information" service. This is because the family relationship certificate is not currently included in the service, even though it is essential for insurance-related procedures such as child birth registration, policyholder changes, and verifying beneficiaries for death benefits.


Lee Sangho, Head of the Economic Headquarters at the FKI, stated, "Outdated regulations that have fallen behind changes must be boldly reformed," adding, "With the recent elevation of the Regulatory Reform Committee to the Presidential Commission on Regulatory Rationalization, we hope these proposals will lead to tangible institutional improvements."
