Iranian Media: "New Regulations Officially Introduced for Vessels Transiting Strait of Hormuz"

Iran has officially introduced new maritime regulations centered on a "prior transit authorization system" for the Strait of Hormuz, according to a report by Iran's state-run PressTV on May 5 (local time).

According to PressTV, Iranian authorities have launched a new "sovereign maritime traffic regulation mechanism" to control and manage vessels passing through the Strait of Hormuz.

Under these new rules, all vessels wishing to transit the strait will receive guidance and transit regulations via Iran's official email. Ships seeking passage must adjust their operating procedures in accordance with these regulations and are required to obtain prior authorization for transit.

The Strait of Hormuz is not considered the high seas under international law. However, under the United Nations Convention on the Law of the Sea (UNCLOS), it has been recognized as an international strait connecting areas of high seas or exclusive economic zones, and the "right of transit passage" for vessels has been guaranteed.

This latest measure is interpreted as part of Iran's efforts to control the Strait of Hormuz following the outbreak of war in Iran. Currently, the Iranian parliament is moving swiftly to legislate Iran's authority over the Strait of Hormuz.

In addition, Iran has consistently demanded recognition of its control over the Strait of Hormuz during ceasefire negotiations with the United States. In the most recent round of negotiations, Iran is now proposing a "new Strait of Hormuz mechanism" as a less stringent form of control over the strait.
