Changwon Special City in Gyeongnam Province officially began distributing the "Gyeongnam Residents' Living Allowance" on April 30, aiming to ease the financial burden on residents that has increased due to high oil prices and inflation.

This allowance is provided to all residents who were registered in Gyeongsangnam-do as of March 18 of this year, with each recipient receiving 100,000 won. Beneficiaries can choose from three payment options: local gift certificates, prepaid cards, or credit/debit cards.


The application period runs from April 30 to June 30, with both online and offline channels available. Online applications can be submitted via a dedicated website, while offline applications can be made in person at the administrative welfare center in each resident's district, town, or township.


To prevent congestion at the start of the application period, an application schedule system has been introduced: in-person applications are organized by the last digit of applicants' birth years, and online applications follow an odd-even system. This approach is intended to distribute application traffic more evenly and facilitate smooth processing.


Changwon Special City is also operating a "visiting application service" for citizens with limited mobility, such as seniors and persons with disabilities, to minimize welfare blind spots and strengthen proactive support for vulnerable groups. In addition, a dedicated call center has been established to address residents' inquiries in real time.


The allowance can be used within the city or county of the recipient’s registered address and is valid at businesses that contribute to the local economy, such as traditional markets, restaurants, and small businesses. However, usage is restricted at certain establishments, including large supermarkets, department stores, and entertainment or gambling-related businesses.


Jang Geumyong, acting mayor of Changwon Special City, stated, "We are focusing our administrative efforts to ensure that the Gyeongnam Residents' Living Allowance is distributed quickly and accurately," adding, "We will do our utmost to ensure that this allowance provides real support for residents’ livelihoods and the recovery of the local economy."
