Ministry of Culture to Hold Month-Long Online Discussion in May on Improving the "Certification of Artistic Activities" System

The Ministry of Culture, Sports and Tourism announced on April 30 that, together with the Korea Artists Welfare Foundation, it will hold an online participatory discussion from May 1 to May 31 to collect a wide range of opinions from the art community about the "Certification of Artistic Activities" system.


Anyone interested in the Certification of Artistic Activities system can participate in the online discussion through the websites of the Ministry and the Foundation.

The Certification of Artistic Activities is a system that verifies whether an individual is professionally engaged in artistic activities under the "Artists Welfare Act." It serves as a basic requirement for artists to participate in various support programs of the Foundation. However, there have been ongoing criticisms that the system does not adequately reflect the realities of the art scene or the rapidly changing art ecosystem.


In response, since March of this year, the Ministry and the Foundation have been operating a task force for reforming the Certification of Artistic Activities system, with participation from practicing artists, to comprehensively review the system. They are also working on improving the existing system to enhance convenience for artists. The upcoming online discussion will broadly gather opinions on the criteria and procedures for certification, as well as the overall administrative system.


After analyzing the collected opinions, the Ministry and the Foundation plan to engage in further discussions with experts and artists from the field to develop practical and effective measures for improving the system.


Lee Yong-shin, Director of Arts Policy at the Ministry of Culture, Sports and Tourism, stated, "The Certification of Artistic Activities system is directly linked to the welfare of artists and serves as a crucial pillar of support, so it is essential to reflect the voices from the field," adding, "We ask for great interest and active participation from artists in this online discussion."
