Jung Won Oh, the Democratic Party candidate for Seoul mayor, stated on the 29th, "Mayor Oh Se-hoon promised to supply 80,000 new homes annually, but the actual supply results, in terms of construction and occupancy following designation of redevelopment zones, have been insufficient." He added, "I will shorten the redevelopment project timeline by up to three years."

원본보기 아이콘That morning, while visiting the Jangwi 14 district area in Seongbuk-gu, Seoul, candidate Jung unveiled his "Steady Development" vision, saying, "Through cooperation with the government and the National Assembly, I will amend the Urban Redevelopment Act."
He stated, "I will promote both the master plan and the designation of redevelopment zones simultaneously, and integrate the project implementation and management disposition plans so they can be handled together in a single general meeting and approval process." He continued, "I will expand the special floor area ratio zones to include heavy industrial areas, and raise the acquisition cost for rental housing from the current standard construction cost to up to 80% of the basic construction cost."
He also said, "For redevelopment projects with fewer than 500 units, I will transfer financial authority to the district governments," and "I will dispatch a redevelopment project specialist manager, directly under the mayor, to all redevelopment zones."
Candidate Jung stated, "I will push forward the streamlined planning initiative without wavering," but emphasized, "While streamlined planning has accelerated the designation of redevelopment zones, we now need an implementation system that takes responsibility for construction and occupancy after designation." He added, "From the start of a redevelopment project to occupancy, I will pursue Steady Development with close support from the Seoul Metropolitan Government."

원본보기 아이콘Jung also criticized, "Even as the overall supply volume declined, Mayor Oh Se-hoon created divisions between private and public sectors, pushing public redevelopment and urban public mixed-use projects to the back burner." He added, "It was only towards the end of his term that he announced the Seoul-style public participation housing project, but for citizens, it came far too late."
He continued, "In consultation with the Lee Jaemyung administration, I will organize the Korea Land & Housing Corporation (LH) Metropolitan Area Redevelopment Headquarters as a separate entity, and expand and reorganize the public redevelopment project division within Seoul Housing & Communities Corporation (SH)." He also said, "By actively utilizing the expedited permit support center system, we will establish a cooperative permit approval framework involving the Ministry of Land, Infrastructure and Transport, Seoul Metropolitan Government, and district governments."
Regarding the issues facing residents due to the "jeonse crisis" and relocation loan problems, candidate Jung said, "There has been some exaggeration," but added, "For smaller construction firms, relocation loan issues do exist, and the solutions provided by candidate Oh Se-hoon during his tenure as mayor were inadequate." Kim Namgeun, who serves as chair of the Special Committee on Housing Policy in Jung's campaign, explained, "After the real estate policy announcement on June 27 last year, we intend to review the status of sites that received management disposition. According to Article 70 of the Urban Redevelopment Act, there is a system where cooperatives pay deposits to tenants and later seek reimbursement from cooperative members after the project is completed. Project loans are supported by guarantees from the Housing and Urban Guarantee Corporation (HUG)."
Regarding the difficulty in finding relocation sites, Assemblyman Kim stated, "The issue of jeonse and monthly rent is a matter of real demand," and added, "From 2022 to 2024, housing supply in Seoul has dropped significantly." He further commented, "Mayor Oh should acknowledge some responsibility for the insufficient housing supply."
Responding to candidate Oh's proposal the previous day for a real estate policy debate, candidate Jung said, "I had proposed a policy debate, but what I received in return was negative campaigning," adding, "I welcome the idea of a policy debate, and it would be good for both sides to present their policies on-site so that meaningful comparisons can be made."
Jung added, "While it takes over 10 years to supply apartments, purchase-based rental housing can be supplied quickly within 1 to 2 years, so I will expand the program to include villas, officetels, and residential-type housing, making it more attractive to a broader range of social groups."
Present at the policy announcement were Kim Youngbae (two-term lawmaker, Seongbuk A district), Oh Gihyeong (two-term lawmaker, Dobong B district), Kim Namgeun (first-term lawmaker, Seongbuk B district), chair of the Steady Development and Urban Development Committee, as well as representatives from nearby redevelopment cooperatives.
