Park Chandae Marks End of Legislative Career by Proposing Bill to Establish Incheon Bio Science and Technology Institute

Park Chandae, the Democratic Party candidate for Incheon Mayor, has sponsored the proposed enactment of the "Incheon Bio Science and Technology Institute Act" as his final legislative activity before stepping down from the National Assembly.


At a press conference held on the 28th at the National Assembly Communication Office, Park stated, "As the culmination of my ten years of legislative work, I propose the establishment of the Incheon Bio Science and Technology Institute." He added, "This marks the end of my career as a lawmaker and the starting point of my candidacy for Incheon Mayor."

The core of the bill is to establish the Incheon Bio Science and Technology Institute to foster talent in advanced bio science and technology, promote industry-academia collaborative research closely linked to the field, support technology transfer and commercialization, and encourage startups.


Incheon has formed a "bio cluster" centered around Songdo International City, with bio companies such as Samsung Biologics, Celltrion, and Lotte Biologics establishing a presence, enabling the city to achieve world-class biopharmaceutical production capacity.


Park emphasized, "Since Celltrion built its plant in 2006, the scale of Incheon's biopharmaceutical exports has grown by 3,928 times over the past 20 years, and Incheon's share of South Korea's biopharmaceutical exports has increased from 0.5% in 2005 to 72.2% last year. Incheon offers the optimal environment for fostering the bio industry."


He continued, "Up until now, Incheon has achieved quantitative growth through generics and contract manufacturing, but it is now time to become a 'game changer' through new drug development. Since new drug development depends entirely on bio talent, the establishment of the Incheon Bio Science and Technology Institute is more important than anything else."


Previously, on the 22nd, Park announced his candidacy and presented "ABC+E," which includes the bio industry, as part of Incheon's future vision. As his first official activity, he visited Lotte Biologics and Celltrion, both located in the Songdo Bio Cluster.
