The lottery sales volume in 2027 is expected to reach approximately KRW 8.4 trillion, with lottery proceeds projected to exceed KRW 3.4 trillion.

On April 28, the Lottery Commission under the Ministry of Economy and Planning held its 188th meeting at the Korea Trade Insurance Corporation in Seoul, presided over by Vice Minister Lim Kigeun. The committee reviewed and approved the "2027 Lottery Issuance Plan" and the "2025 Lottery Fund Project Performance Evaluation Results."


According to the plan, next year’s estimated lottery sales amount stands at KRW 8.4175 trillion, an increase of KRW 321.7 billion (4.0%) compared to this year’s issuance plan (KRW 8.0958 trillion). This figure, the largest ever, was calculated considering the average annual growth rate over the past three years (2023-2025). The commission decided to maintain the issuance conditions and prize payment methods for the current 12 types of lottery products, including Lotto 6/45, as they are.


Lottery proceeds generated next year are expected to reach KRW 3.4278 trillion, an increase of KRW 138.6 billion from this year. Proceeds are the amount remaining after deducting prize payouts and lottery distribution costs (such as consignment fees, sales commissions, and printing fees). The funds will be used to support public interest projects for disadvantaged groups, including statutory allocation projects, housing stability for low-income households, welfare for national merit recipients, and the promotion of culture and the arts.


According to the "2025 Lottery Fund Project Performance Evaluation," which was also approved on this day, the overall average score for 129 projects subject to evaluation was 82.9 points, up by 0.5 points from the previous year. The statutory project category maintained its score at 83.1 points, while the public interest project category rose by 2.1 points to 82.4 points. A total of 96 projects, including the "Transportation Support Service for Mobility Disadvantaged" and "Support for Promoting Financial Inclusion," received excellent evaluations with scores above 80 points.


The Lottery Commission plans to actively reflect the results of this performance evaluation in next year’s fund operation plan. Projects with outstanding performance will have their budgets increased, while those scoring below 70 points will have their budgets reduced as a principle. In particular, for statutory projects, the allocation will be flexibly adjusted within a ±20% range according to each agency’s overall ranking.
