At this meeting, the final confirmation was made for the '2026 Future Industry Global City Comprehensive Plan Evaluation Results,' which were announced on April 6.


This evaluation was the first annual assessment of the 2025 implementation performance of the 'Future Industry Global City Development Comprehensive Plan (2024-2033),' which was established under the Gangwon Special Act. The plan achieved an average score in the 91-point range, earning an 'Excellent' rating, confirming that the comprehensive plan is now on a stable trajectory.


In particular, based on the high rate of normal progress in major projects and a budget execution rate exceeding 90%, it was assessed that the comprehensive plan has moved beyond mere conceptualization and has entered a phase of generating tangible results.


By field, key tasks such as ▲ fostering 7+1 advanced strategic industries, ▲ expanding social overhead capital (SOC) including the metropolitan transportation network, and ▲ improving residential conditions, have been gradually specified, thereby supporting the province's future growth engines.


In addition, the province newly designated five areas across four cities and counties-Gangneung, Cheorwon, Goseong, and Yangyang-as Rural Vitalization Promotion Districts.


The total area designated this time amounts to 70,000 pyeong (approximately 23 hectares), of which restrictions on 42,000 pyeong (about 14 hectares) of agricultural promotion zones will be lifted, paving the way for full-scale local development in areas that had long been restricted.


The Rural Vitalization Promotion District system utilizes farmland exceptions under the Gangwon Special Act to ease regulations on absolute farmland (agricultural promotion zones) and encourage private investment.


To date, the province has succeeded in lifting agricultural promotion zone restrictions on approximately 490,000 pyeong across 15 districts. With the completion of this fourth designation, the cumulative total will expand to 20 districts, further accelerating local development.


Yeo Junghyup, Acting Governor (Vice Governor for Administrative Affairs) of Gangwon Special Self-Governing Province, stated, "Through this first performance review since implementing the comprehensive plan, we will strengthen the virtuous cycle system of 'evaluation, feedback, and advancement.' He added, "Going forward, we will further enhance execution through focused selection, and drive substantial regional development that residents can truly feel, through initiatives such as the Rural Vitalization Promotion Districts."
