Yoon Jungmin, a member of the Gwangju Seo District Council, strongly advocated for the transition to a 'shared care society' based on 12 years of experience in legislative service.
In a five-minute free speech during the 339th special session of the council on April 27, Assemblywoman Yoon stated, "It has been 12 years of finding answers in the field," and added, "Now is the time to shift the responsibility for childbirth and childrearing from individuals to the entire society."
She mentioned recent improvements in certain demographic indicators, such as an increase in the number of births and a recovery in the number of marriages, but emphasized, "This is only the beginning," calling for more fundamental action.
She further stressed, "Addressing the low birthrate issue requires a structural approach that covers the entire life span, beyond simply expanding support."
In particular, Assemblywoman Yoon identified the establishment of an integrated care system, from immediately after birth through a child's growth period, as a key priority.
To this end, she pointed out the urgent need to expand public postpartum care centers, as well as to increase the number of public indoor playgrounds that children can use safely.
Assemblywoman Yoon also emphasized, "While strengthening the public sector's role, we need a sustainable care model in which the private sector and local communities participate together," adding, "We must create an environment where the village raises the child and the community provides collective care."
She also spoke about the council's responsibilities, saying, "We must constantly monitor whether policies are bringing real changes to citizens' lives," and added, "Seo District should move toward becoming a city that is good for childbirth and childrearing, and a community where people care for one another."
Meanwhile, she has consistently proposed welfare policies based on public-private cooperation, and has been a strong advocate for the establishment of public indoor playgrounds in particular.
As a result, in September of last year, Seo District Office was selected for a project by Korea Land & Housing Corporation and is currently working to establish a public indoor playground.
