Gyeonggi Province began accepting the first round of applications for the High Oil Price Damage Support Fund on April 27, with Governor Dongyeon Kim visiting the site to encourage the staff in charge.
Visiting the Gwanyang-dong Administrative Welfare Center in Anyang City that morning, Governor Kim stated, "Since this system was established through a supplementary budget under difficult circumstances, including challenging economic conditions and war, I hope everyone does their best on the ground, even if it is tough. The purpose of the support fund can be fully realized only when the staff who directly engage with residents perform well. I am grateful for the thorough preparations. Let us ensure the smooth distribution of the support fund."
The first round of applications for the High Oil Price Damage Support Fund, which began that day, targets recipients of the basic living allowance, the near-poor, and single-parent families.
The amount of support is tailored and varies depending on income group and region of residence. Basic living allowance recipients living in the Seoul metropolitan area will receive 550,000 won, while the near-poor and single-parent families will receive 450,000 won. In particular, residents of Gapyeong County and Yeoncheon County, designated as depopulated areas, will benefit from additional regional incentives of 50,000 won, with the maximum benefit totaling up to 600,000 won.
Applications can be submitted from April 27 to May 8. To prevent delays and congestion, an application schedule based on the last digit of birth year will be implemented during the first week, from April 27 to 30. Residents whose birth year ends in 1 or 6 may apply on Monday, 2 or 7 on Tuesday, 3 or 8 on Wednesday, and 4, 5, 9, or 0 on Thursday. From Friday, May 1, applications can be made by anyone regardless of the day.
In particular, a "visiting application service" will be provided for residents who find it difficult to apply online or in person. This service is designed to ensure that vulnerable individuals with limited mobility, such as elderly people living alone, individuals with severe disabilities, and residents of nursing facilities, do not miss the opportunity to apply for the support fund. Accordingly, all 31 cities and counties will assign dedicated personnel for each town, township, and neighborhood, and will collaborate with social welfare facilities to provide field-oriented support.

These teams will handle everything on-site, from receiving applications to providing guidance on future payments, to minimize inconvenience for residents. In particular, some local governments such as Namyangju City plan to operate separate dedicated teams composed of public officials and volunteers to support residents of nursing hospitals and facilities.
The specific operating period and method of the visiting application service will be flexibly adjusted according to the circumstances of each city and county. Residents who require assistance with in-person applications can call their local administrative welfare center for detailed guidance and support. Approved support funds can be used at small business affiliate stores with annual sales of 3 billion won or less until August 31 of this year, and detailed information on usage locations and other specifics can also be obtained through the 120 Gyeonggi Province Call Center.
