Naver and Kakao Launch High Oil Price Relief Fund Application Services

Naver: "Receive app notifications via electronic documents and apply after identity verification with a digital certificate"
Kakao: "Mobile and physical card payments available when applying with Kakao Pay Money"

Naver and Kakao announced on April 27 that they have launched guidance and application services for high oil price relief funds.

The Naver Pay (Npay) service allows users to search for “high oil price relief fund” or “Naver Pay” on Naver to access an integrated information page. By clicking “Apply” within the information page, users are directed to the application page, where they can check their eligibility.


If users apply through Npay, they can choose between Npay Points or Money and make payments via QR code or Samsung Pay using the Npay application. By selecting the prepaid “Npay Money Card,” users can also make payments with a physical card.


Kakao Pay is also officially launching its first phase of relief fund services.


Kakao Pay has optimized the process so that users can easily apply for the relief fund without installing additional apps or carrying a dedicated card. Users can enter “high oil price relief fund” in the search bar on the “More” tab in KakaoTalk or in the Kakao Pay app, or click the dedicated banner on the main screen to instantly access the application page.


If users apply for the relief fund with Kakao Pay Money, they can use the funds through mobile payments, and if a physical card payment is needed, they can use the Kakao Pay Travelog check card. The relief funds are used first for payments, and once the balance is exhausted, payments are made with Kakao Pay Money charged from the user’s account.


Mobile payments can be made at Kakao Pay merchants as well as at Samsung Pay and Zero Pay stores. On the payment screen, users can choose among barcode, Samsung Pay, or QR scan according to the store’s payment method.


An Npay representative stated, “We will actively support users so that they do not miss out on applying for and using the high oil price relief fund easily via Npay and various Naver services.”


A Kakao Pay representative said, “We have designed the service to allow users to apply for the high oil price relief fund most easily via KakaoTalk and to use it conveniently anywhere nationwide,” adding, “In line with the purpose of supporting people through overcoming high oil prices, we will do our best to support the livelihoods of ordinary citizens.”

The application period for the first phase of the high oil price relief fund starts today and runs until May 8. Recipients of basic living security, near-poverty households, and single-parent families are eligible to apply. Applications open today. To prevent confusion, applications are processed according to a five-day rotation system based on the last digit of the applicant’s birth year.


From today until April 30, applicants can apply on the day corresponding to the last digit of their birth year. From May 1, all eligible applicants can apply regardless of the day of the week.


The application period for the second phase of the high oil price relief fund, which 70% of the population is eligible for, is from May 18 to July 3. Each beneficiary will receive between 100,000 and 600,000 won.
