The city will recruit 39 members for the Illegal Banner Citizens' Collection Group. Any citizen aged 20 or older but under 70 who resides in Yongin and is able to take photos with a smartphone and register their maintenance records may apply.

However, individuals who work as signboard maintenance staff, sanitation workers, outdoor advertising business employees, participants in public work or Hope Job programs (including their family members) are excluded from eligibility.

Citizens who wish to participate can submit an application form, consent form for the collection, use, and provision of personal information, a photo ID, and a copy of their resident registration to their local administrative welfare center in their respective towns, villages, or districts between May 1 and May 20.

The city will select the members of the Illegal Banner Citizens' Collection Group through a document review and screening process, and those who complete the pre-training on June 26 will be officially appointed to the group. The activity period for the citizens' collection group will be from July through December.

The city will compensate members for the illegal commercial banners they collect: 3,000 won per horizontal banner, and 1,500 won per vertical banner. The maximum monthly compensation per person is 1 million won.

A Yongin City official said, "Last year, operating the Illegal Banner Citizens' Collection Group produced good results in managing illegal banners," adding, "We will continue this system this year to establish a citizen participation-based urban environment maintenance system."
