The operation is centered around Seongdong-gu Dream Start, with participation from Seoul Kyungdong Kindergarten (Principal: Kim Taehee), the Seongdong-Gwangjin Education Welfare Hub Kindergarten; I Say Language Research Institute (Director: Im Dongseon, Professor at Ewha Womans University); and Seongdong Education Welfare Center (Director: Kim Jinhee). The program is characterized as a practice-oriented integrated initiative that not only provides education but also simultaneously strengthens parental caregiving capabilities and promotes children's language development.

The program begins with a reading and parenting coaching lecture for parents, where they learn the fundamental concepts of interactive reading. Next, a family participation cultural experience allows participants to put theory into practice, which then naturally extends to reading activities at home. In the later stages, there are advanced reading coaching lectures for parents and evaluation sessions to monitor progress, designed to check changes in both caregivers and children and to promote long-term transformation in parenting attitudes.

Cultural and emotional support is also provided. With sponsorship from the advertising agency 'Gwanggorang,' children have the opportunity to attend a musical, and, thanks to the talent donation of the photography club from the Seoul Catholic Youth Foundation, a family photo shoot program is offered as well.

Seongdong-gu Dream Start operates integrated case management in the areas of physical and health, cognitive and language, emotional and behavioral, and parent and family for vulnerable children under the age of 12, and is promoting a variety of programs to support healthy child development.

An official from the district said, "This program is focused on supporting both children and parents to grow together by taking into account the developmental characteristics of children," adding, "We will continue to actively utilize community resources to expand customized integrated services for children and families."
